A regular meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair
Steve Berner, 6:30 p.m., Wednesday, February 7, 2007 at the Tiffin Fire Station. Members present:
Steve Berner, Terry Richardson, Steve Berner, Stephanie Surine, Sawna Colvin. Absent: Melvin
Reeve. Also present: Mayor Glenn R. Potter, Karin Dils, Ruth Demuth and Jim Bartels, council.

Motion Colvin, second Richardson to approve minutes. Ayes: Colvin, Richardson, Surine, and
Colvin. Absent: Reeve. Motion carried: '
Time spent on study of IDOT Highway Access Plan. Updated plan received-from Hart Frederick -
Consultants. IDOT has suggested to remove the access between Jasper and I-380 with the
exception of current opening based on reference to previous study. An earlier study has been
completed by Synder& Associates ofIDOT. It is suggested that access points be considered first
and then other additional needs for the future be studied including signals, need for turning lanes in •
three lane area, pedestrian crossings, trail location etc. The city should"attempt to keep accesses
somewhat minimal to lessen traffic confusion as is experienced along the strip in Coralville. Access
opening should be directly opposing where possible IDOT also suggest using aerial views for '
display efforts. IDOT sees the need for more planning in the area as the city continues growth.
Need for-Roberts Ferry- Ireland improvements, Croell connection to Hwy. 6 and Deer View entry to
Hwy: 6 as arterial needs for the community. Other possible street construction for movement of
,, traffic.should`continue to be studied by the city. 1
Motion Richardson, second Colvin to recommend approval of the Highway 6 Access Study. Ayes:
Berner, Colvin, Surine and Richardson. Absent: Reeve. Motion carried.
Members studied proposed Design Standard revisions: Addition of dry hyrdrani placement and
design, description of pipe material, cul-de-sac right!of way design and construction;roadway
lighting,,and collector street width all recommended= ,
Colvin requested information on the distance that can be allowed-between access driveways into an
arterial street.: Surine suggest clearer verbiage on the variance process information, and an update
to the hydraulic soils table. 1.
Motion Colvin,°second Richardson that the revisions to C ity of Tiffin Design Standards with
additions as noted by members including: dry hydrants,pipes, cul-de-sacs, lighting collector street
widths, and hydraulic soils table. Ayes:'Colvin, Richardson, Berner and Surine. Motion carried.
Colvin asked if roads were being put in the Woodfield,Ridge Subdivision. Planning and Zoning has
not seen a site plan for Outlot 2 and has not provided a review of their plans for this area. Outlot
two has been approved as a R-4 area. Motion Colvin, second Terry to recommend to council that
they request these plans from developer for Woodfield
