Members present: Shawna Colvin, Melvin Reeve, steve Berner, steph Surine. Absent: None. Also present: Mayor Glenn R. Potter, Jim Bartels, Karin Dils, Ruth Demuth, and Engineer Mike Hart. Motion Colvin, second Surine to approve minutes with notation that the Roberts Ferry Road improvements were Study of Iowa Department of Transportation._Ayes: Reeve, Colvin, Berner, and Surine. Motion carried. Engineer of Hart Frederick present to explain the added lots desired for Phase I of Deer View Subdivision. The roadway would connect to Blue Jay to allow alternate route for new homes. Mark Portwood explained Deer View is working on IDOT permit for access on Hy#6. Portwood has received permission to repair and reinstall broken culvert in the highway ditch into the subdivision. Discussion on how to keep truck traffic off Blue Jay. Vehicles will find a use the shortest route. Signs would not stop any traffic, only a citation by Sheriff would work. Phase I Deer View originally has 43 lots. This request would add 13 lots to Phase I and four lots to Phase II. Hiedi Crow of 709 redbird run explained that trucks run fast in the area, hundreds have passed their home the past year. • Possible that the Blue Jay opening could be barricaded by the city and opened when traffic was blocked by work on Highway 6 access. Jackie Loc of Bluejay wanted to know why the approved plan could not be followed. A 24 foot sealcoat proposed for Highway 6 opening does not conform to city requirements. Portwood explained this sealcoat would only be for construction vehicle use. Portwood said the school access decision is holding up the Deer View access decision. Motion Reeve, second Surine to recommend to'the council the addition of 13 lots to Phase I and four lots to Phase II with the closing of Bluejay at Redbird Run intersection at the time that construction work is underway at the new Highway 6 access location. . From Phase II to Phase I lots 44,45,46 60 through 69. From Phase III to Phase I Lot#107 and Lot 112,113, and 114. From Phase Ito Phase II no lots. And from Phase II to Phase I Lots 108 through 111 all within Deer View Estates. Ayes: Reeve, Surine, Colvin and Berner. •o ion came. - Hart explained the alternatives of the school entrance including possibility of school p I- entering traffic at Third Street with or without the construction of Ireland Avenue in this location.
