AN ORDINANCE AMENDING ORDINANCE 2325-1968 COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3,
1968.
BE IT ORDAINED BY the Common Council of the City of Richmond, Indiana,
as follows•
SECTION 1. WHEREAS, the Zoning Map which is a part of Ordinance No.
2325-1968 designates and describes as C-1 NEIGHBORHOOD BUSINESS and
R-2 SINGLE FAMILY RESIDENTIAL, the following described property located
at 1500 and 1510 National Road West, in the City of Richmond, Indiana,
more particularly described as follows:
Lots 4, 5, 6 and 7 in Earlham Heights addition to the
City of Richmond, Indiana.
SECTION 2. WHEREAS, it is the intent and purpose hereof to change the
zoning classification of the above described area from R-2 and C-1 to
C-4 GENERAL BUSINESS DISTRICT and,
SECTION 3. WHEREAS, study of this Ordinance was conducted by the
Richmond City Plan Commission on the day of , 19761P
at which time remonstrances were heard from all parties interested in
or affected by this Ordinance.
SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission
was to in favor of/in opposition to recommending the
passage of Ordinance No. 3061-1976.
NOW THEREFORE:
SECTION 5. It is hereby ordained that the zoning classification of the
above described property be, and the same is hereby changed to C-4 General
Business District, and that said property be regulated in accordance with
the Zoning Ordinance of the City of Richmond, Indiana, and all amendments
thereto. .
SECTION 6. This Ordinance shall be in full force and effect from and after
its passage and publication as by law required.
SECTION 7. The C-1 zoning classification of the aforementioned area is
hereby rescinded and the zoning classification of this area will be in
accordance with Section 2 of this Ordinance.

from R-2 C-1, and C-1 Special Use, to
C-4 GeneralBusiness to permit the opera-
tion of a CB Radio and Electronics Store,
U-Haul rental and towing and storage of
wrecked vehicles.
Dear Mr. Mills, Members of the Council & Mrs. Trimble:
The Richmond City Plan Cmmission held a public hearing on Tuesday,
March 23, 1976, at 7:30 P.M. in the City Council Chambers of the
Richmond Municipal Building on the petition of Irene, Ruth and Dale
Stanton requesting a rezoning from R-2, C-1., and C-1 Special Use on
lot 4, 5, 6 and 7 in the Earlhan Heights addition to the City of
Richmond to C-4 Cenera.l Business District to permit the operation
of a retail CB radio and electronics store, U-Haul rental and towing
and storage of wrecked vehicles.
All parties interested or affected by this request were heard, One
hu dred seventy six (176) letters were sent to adjoining property
owners and thirty-two (32) were returned; twenty-three (23) in favor
of and nine (9) in opposition to the request.
That same evening Plan Commission voted eight (8) to zero (0) to
recommend that Council deny the rezoning.
