A special meeting of the Tiffin City Council and Tiffin Planning and•Zoning Commission
was brought to order by Mayor'Glenn R. Potter. Council present:, John Wright, Ruth
Demuth, Mark Petersen, and Jim Bartels. Absent:Karin Dils.,Planning and Zoning
members present Steve Berner, Stephanie Surine, Shawna Colvin, Melvin Reeve and Jim
Schmidt. Absent: None. Also present: Engineer Mike.Hart, Fire Chief Randy Morgan,
-Brian Detert and Keith-Detert.
Clear Creek Amana School Superintendent Paula Vincent and Shive Hattery engineer
were present for access permit to the new school west of the current,high school. Along
Highway# 6. The school has presented a Design Concept Report to IDOT and the City
of_Tiffin prepared by Shive-Hattery, Inc. Motion Wright, second Petersen to appiove a
proposed.Concept C for a two lane with left—turn bays widening on both sides. The
proposed typical section consists of two 12 foot through lanes, a center 16 foot left-turn
bay and a 10 ft should'(4 foot paved and 6 foot granular). Ayes: Demuth, Bartels,
Wright and Petersen. Absent: Dils. Motion carried..
Mark Portwood explained that he was withdrawing his request for alteration of the
preliminary plat for DeerView Subdivision.Requesting permission to mov&the location
of the basketball court within the subdivision. No plans received and no action at this
'time.
The Council and Planning and Zoning received letter from McClure Engineering North
Liberty for Woodfield Ridge I PAD Site Plan MEC#325025 for response to input
received from Engineer Hart on March 9 on proposed plans for,Outlof 2. Members
received covenant documents and plans that include 8 four plexes, and 3 two plexes on a
lot of 6.35 acres or a density of 38 total units of 5.98 units/acre or approximately.6 units
per acre. Including 3.6 acres landscaping, 1.2 acre buildings, .8 acre pavement and .9
acre of-pond. Members noted that they had just received these information documents
with no opportunity for review or study: Engineer Review dated March 21 including 17
items for review and completion also received by city board members.
Hart noted concern about drainage swell and drainage over the curb near intersection and
drainage swell located within 10 feet of unit#18. Correction should be provided for water
drainage. Hart requested resolution of these two locations. The plan provides for no
sidewalks. Mike Roberts developer explained that he expected people to walk down the
streets. Roberts has similar units in the area of 12th and Oakdale in Coralville if members
'would like to get an idea of how this plan might look.
Schmidt asked why Unit 37 and 38 had been pulled into the PAD. Roberts said the new-
purchaser wanted to be part of the Outlot 2 owner's association and also he thought that
bringing'more of the pond into the Outlot 2 might provide better maintenance of the
entire pond because most of it will be within the association with a uniform care.
Nine visitor parking spaces have been added to the plan, and the units have been reduced
from three bedroom to two bedroom units, this reduced parking space requirements.

Parking has been a serious concern for multiple dwellings. Parking on two side, one side
or no parking was discussed by members. Hart said that No Parking on one side
provided 17 feet clearance for a fire truck on the private road way. Fire Chief Morgan
' said fire truck access was important. All of these buildings are two stall garages. Fire
Chief expressed concern about 11 feet between four plexes. Under normal R-4 the
distance would be 20 feet. Roberts said that 5 foot is allowed in North Liberty. Morgan
noted fire concern with"the 11 foot.
Discussion on sidewalk connecting area to Roberts Ferry. Sidewalk from west end of
private street to connect into Roberts Ferry Road sidewalk will be retained in the plan.
Each unit will have separate meter and separate shut off. Placement and provision of
multiple box unit (NCDBU) for postal delivery should be included in plan.
The 25 foot private street is narrower than allowed in city standards. Reeve said he has
earlier noted his dislike for the ability of a developer to provide less than approved city
standards. The PAD makes it necessary for the city to turn back a request for alteration.
Colvin asked what circumstances they should consider as important enough to make
these alterations to normal standards. Engineer Adam Bore of McClure explained that
the developer has been asked for two demands. First, the otitlot can not have a normal
number of access locations in an attempt to keep Oakdale clutter free for through
transportation. Second, Oakdale has an additional 50 foot setback on the Avenue.
Members asked if the pond would accept all the runoff water planned in this area. Bore
said it would accept the water with no problem-because it had been designed by McClure-
to do this.
Surine indicated that she did not think she could make a good decision on this request at
this time because she would like to study it.
Colvin asked how the streetway could already be in place when the site plans had just
been received. Hart explained that his engineer'had inspected the construction of
roadway in the subdivision and when-his engineer had asked for information on this
work, he had been told that he didn't need to worry because the work was private work
owned by the developer. Colvin asked if Hart were the city engineer,and that our city
engineer shouldn't have checked further into this. Hart agreed that he was the city
engineer.
Distance between water hydrants was discussed. Fencing on rear of lots on Hickory
Court that back into pond was considered for uniformity of appearance. Roberts agreed
that he wants a nice look to the area, and would include this fence in the association
agreement.
`Motion Schmidt to recommend approval of the Woodfield Ridge Development PAD for
Outlot 2'with accommodation for additional and reviewed items including those of those
items discussed for concern by the Planning and Zoning, city council, city engineer, and

including addition of duplex lot on Hickory Court to be added to Outlot 2 and upon
completion of PAD application and review of the city engineer and city attorney for
completeness. Motion died for lack of a second.
Motion Schmidt, second Berner to recommend approval of the Woodfield Ridge
Development PAD for Outlot 2 with accommodation for additional and reviewed items
including those items discussed for concern by the Planning and Zoning, city council,
city engineer and including addition of the duplex lot located on Hickory Court to be
added to Outlot 2 and upon completion of PAD application and review of documents by
the city engineer and city attorney for completeness. Ayes:,Berner, Schmidt. Nays:
Reeve, Colvin. Abstain: Surine. Motion fails.
Mayor Potter asked the commission what problems they perceived in this application.
Surine said again that she had been disturbed that no time had been provided for
members to study the plan. Reeve said he had previously noted that he did not like the
PAD zoning. He felt the new zone would be a tool for allowing too many things that the
city would later find not in the best interest of the city.
Motion Wright, second Bartels to set a Public Hearing for the next regular meeting of the.
Tiffin City Council April 11, 2007 at 6:30 p.m. at the Tiffin Fire Station for the purpose
of hearing input in favor of or against a proposal to approve a PAD rezoning request from
Mike Roberts for Woodfield Ridge I Outlot 2 Planned Area Development to include 38
multiple family two bedroom dwellings on approximately 6.35 acres at the intersection of
Oakdale and Roberts Ferry Road upon completion of documents as required by city
ordinance. Ayes: Demuth, Petersen, Wright, Bartels. Nays: None.-Absent: Dils.
Motion carried.
The Planning and Zoning will study cluster boxes for mail delivery at the next regular
meeting.

RESOLUTION SETTING THE DATE FOR THE HEARING AND LETTING FOR
THE"ROBERTS FERRY ROAD RECONSTRUCTION PROJECT—PHASE 1 IN AND
FOR THE CITY OF TIFFIN, IOWA. Sealed bids received until 6:30 p.m. Wednesday,
May 9, 2007. The city reserves the right to reject any and or all bids. Ayes: Demuth,
Wright, Bartels, and Petersen. Nays: None., Absent: Dils. Motion carried.
