AN ORDINANCE TO APPROPRIATE TWO THOUSAND DOLLARS ($2,000.00) FROM THE CUMULATIVE
CAPITAL IMPROVEMENT FUND (CIGARETTE TAX FUND).
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for various functions of the City Government
that was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1: That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1976, the following amount of
money is hereby appropriated and set apart out of the fund named and for
the purpose specified. Said sum being subject to all laws governing the
same. Such amount appropriated shall be held to include all expenditures
authorized to be made during the year, unless expressly stipulated by law.
SECTION 2: That for the said fiscal period, there is hereby appropriated
from the Cumulative Capital Improvement Fund (Cigarette Tax Fund) to be used
for Engineering Services to Improve South L Street and Garwood Road Thoroughfare
System, the following specified amount to meet the extraordinary emergency hereby
declared to exist:

These funds are to be appropriated for the following project:
Engineering Services to Improve South L Street
and Garwood Road Thorou'ghfare'System, Phase I, R & S #14.
SECTION 3: This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws of
the State of Indiana, governing emergency appropriations.

NOTICE TO TAXPAYERS OF
ADDITIONAL APPROPRIATIONS
Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said City, in their regular
meeting in the Council Chambers in the Municipal Building, in said City,
will on the 15 th day of March , 19 76 , at the hour
of 7:30 P.M. consider the following additional appropriations to meet
the extraordinary emergencies existing at this time.
That for the expense of the LOCAL ROAD AND STREET FUND
for the year ending December 31, 19 , the following sum of money is hereby
appropriated and set apart out of the fund named and for the purpose specified,
subject to the laws governing the same. Such sums appropriated herein shall
be held to include all expenditures to be made during the year unless other-
wise expressly stipulated by law.
That for the said fiscal period, there is hereby appropriated out of the
fund named, the amount apecified to meet the extraordinary emergencies which
are hereby declared to exist:
CIGARETTE TAX. AMOUNT REQUESTED $2,000.00. Amount
APPROPRIATED $2,000.00
Taxpayers appearing at such hearing shall have the right to be heard thereon.
The additional appropriations as finally made will automatically be referred
to the State Board of Tax Commissioners. This Board will hold an additional
hearing within the fifteen (15) days at the Wayne County Courthouse in the
Auditor's Office or at such other place as may be designated. At such hearing
taxpayers objecting to any such additional appropriations may be heard.
Interested taxpayers may inquire of the Wayne County Auditor when such
hearing will be held.

The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City March 15,
1976 at the hour of 713E p.m.

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of March 4th and March lith _._.._—•
Said notices stated that a public hearing would be held on the 15th ay Of
March 1976 , by the Common Council to consider additionaT'appropria-
lons as prov1ded for in Ordinance No. 3064-1976 , within the City of
Richmond, Indiana. The proof of publicationposting of notices were
examined and found to be correct and in order. Councilman Cornett
moved the proof of publication and posting of notices be recefvea and or ered
filed, seconded by Councilman Paust and on voice vote the motion
was carried.
The Cleric read on second reading Ordinance No.3064-1976.
Councilman Elstro moved for engrossment of Ordinance No. 3064-1976, seconded
by Councilman Ahaus and on unanimous, voice vote the motion was carried.
Councilman Elstro moved to suspend the rules and place Ordinance No. 3064-1976
on third reading by title only, seconded by Councilman Williams and on unani-
mous voice vote the motion was carried.
On March 15th, the Clerk read on third reading by title only Ordinance 3064-1976.
After hearing all persons present, Ordinance No. 3064-1976 was placed on
final passage or rejection and on a call of the roll the foil Ing was recorded:
