HomeMy Public PortalAbout3067-1976 - ORDINANCE TO ESTABLISH MORE FIRE FIGHTERS AND TO TRANSFER 14138.44 FROM MAYORS OFFICEORDINANCE 3067-1976 AN ORDINANCE TO ESTABLISH TWO `(2) MORE FIRE FIGHTERS AND TO TRANSFER FOURTEEN THOUSAND ONE HUNDRED AND THIRTY EIGHT DOLLARS AND FORTY FOUR CENTS ($14,138.44) FROM MAYOR'S OFFICE, SERVICES PERSONAL, SALARY ADMINISTRATIVE ASSISTANT, TO DEPARTMENT OF PUBLIC SAFETY -FIRE DEPARTMENT, SERVICES PERSONAL, FIRE FIGHTERS, TO ESTABLISH SALARIES FOR THE REMAINING CALENDAR YEAR 1976 OF TWO (2) ADDITIONAL FIRE FIGHTERS. WHEREAS, revenues are available in said account, WHEREAS, there is a need for funds, WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to transfer more money for the functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA: SECTION 1. That for the expenses of the City Government and its institutions for the year ending December 31, 1976, the following amount of money is hereby appropriated and set about out of Mayor's Office, Services Personal, Salary Administrative Assistant, for certain ordinary and necessary expenditures , set sum being subject to all laws governing same and such amount transferred shall be hold to include all expenditures to be made during the year unless expressly stipulated by Mayor. SECTION 2. That for the fiscal period there is hereby transferred from Mayor's office, Services Personal, Salary Administrative Assistant, for the hereafter enumerated purposes the following specified amount to meet the extraordinary emergencies hereby declared to exist. Department of Public Safety -Fire Division Services Personal Payroll Fire Fighters $14,138.44 SECTION 3. An extraordinary emergency exists for the above transfer and it has been recommended by the Board of Public Works and Safety of the City of Richmond. SECTION 4. This Ordinance shall be in full force and effect from and after it is passed by the Mayor and is subject to the laws of the State of Indiana involving emergency appropriations. J Gity Clerk APPROVED by tie Mayor of the City of Richmond, Indiana, thisfl T day of 1976. r ayor ATTEST: ity erk OPINION ON ORDINANCE NO. 3067 AND REPORT OF PUBLIC SAFETY COMMITTEE Over the past several weeks there has been much publicity given to the need for additional manpower in the Fire Department and the contract under which the firemen work. Opinions expressed here are an attempt to put things in the proper perspective and cut through the emotions that always run through these public debates. The first thing we asked ourselves in preparing this report was: "Is there a serious problem in the Fire Department?" We believe not. The only problem created was not caused by the previous administration, but caused by political promises of the present administration to hire more firemen. Due to the crunch of money, the previous administration decided to try new ways of providing fire service to the public. The force was cut from 88 men to 72 men. A professional consultant (National Loss Control) was brought in and they recommended moving fire stations, adding equipment and reinstituting Number 1 Pumper Company once the fire stations were moved. These phases have been completed successfully. Improvements in safety and efficiency were achieved along with an estimated One Half Million Dollars savings in salary and pension costs. We feel the idea of adding nineteen (19) men to the tune of Six to Ten Million Dollars. cannot be taken seriously under our present laws and methods of financing. Our basic position with regard to the labor agreement signed this past year is, "a contract is a contract and should be respected by both sides." Veteran firefighters were involved in the bargaining unit and we find it hard to believe they would sign a contract that would endanger them or lives and property in our City. If the administration had not changed there would be no cry for more manpower and the contract would be made to work. Much has been made of a cut back in hours of the Fire Department, but the media and others have said little over the fact that one of the first acts of the present administration was to cut the working hours of City Building Employees to 35 hours per week. This change had the effect of adding 2+ weeks vacation for each person. The union's bargaining unit asked for the reduced hours on the basis of the "Fair Labor Standards Act" that has been passed by Congress requiring cities to reduce hours. This law was appealed to the Supreme Court where it awaits decision. In return for reduced hours the union agreed to place the men in the Fire Prevention Bureau on the line thereby alleviating the need for more men. The professional firemen agreed this would work and we believe it should be made to work. Critics are always saying Firemen spend too much time sitting around inactive. It was felt that by putting the duties of Fire Prevention in the companies, firemen could be more productive when on duty. It has been alleged that the firemen don't have the capabilities or education to perform these fire prevention inspections. We feel that the so-called idle time can be used for education sessions that will enable the firemen to provide these services. A side effect of this will be that all firemen will be very familiar with the construction and layout of our buildings and industries. The firemen have been maligned in this exercise with the basic purpose, as we see it, of delivering on a political promise. We feel it is much easier to cry for more manpower than to try new ways of doing things. Alarmist use the media and a concerned public to expand the public safety force with the resulting effect of trying to solve a problem by throwing money at it instead of looking for innovative solutions. In case of a disaster like our downtown explosion, we would be undermanned and we would be undermanned with the addition of 19 additional firemen. In this type of situation, it would be necessary to call back off duty firemen and ask for help from surrounding communities. We find ourselves in agreement with Mr. Paust's committee reccomnendation regarding the use of civilian dispatchers thereby freeing up additional trained firemen for line duty. This could best be accomplished by creation of a new central communications center as envisioned for the new County Annex. This center would serve the County and the City emergency services. The ultimate answers to the questions addressed here will probably rest in the hands of the State Legislature and the Federal Government. They will either have to change the laws with regard to pensions and working hours or find a way for cities to finance these benefits. In the meantime, we feel like a contract was negotiated in good faith and should be lived up to by both sides.
