Members present: Steve Berner, Melvin Reeve, Jim Schmidt, Stephanie Surine, Shawna . Colvin. Also present: Mayor Glenn Potter, Councilmembers Ruth Demuth, Mark Petersen and Jim Bartels, Fire Chief Randy Morgan. Corrections of Special Meeting of the Tiffin Planning and Zoning Commission and City Council provided. Correction in number of Lots considered, Phase numbers as noted on - submittal documents inaccurate, Phase III to Phase II, Lots 7, 8, 9 ad 11. Motion should 'indicate that BlueJay opening should remain closed until needed when Highway 6 access is under construction. (Portwood has since this date dropped this request.) Addition of fencing by association on back of duplex lots. Determine if the question failed or passed with one abstention voice. Motion Berner, second Reeve that approval of minutes tabled to next regular session. Ayes: Berner, Schmidt, Reeve, Colvin and Surine. Motion carried. Input discussion on Woodfield Outlot 2 PAD.-Colvin felt that reducing the size of some of the units from four-plex to three plex would allow the current 10 buildings with additional spacing between them.- She felt the city should demand streets to design specifications as required in other subdivision construction: 4 r Surine explained she was not opposed to the project; she was dismayed that the plans had not been received in a more timely fashion. She-had voted to abstain, with a thought to being able to gain time to review the request and bring it back to the table for consideration. Ervin Mussman of Shive Hattery and Superintendent Paula Vincent of the Clear Creek Amana School were present in regard to review of the high school`site plans. The plans include provision for a turning lane the length of Highway 6 for turning traffic. Turning lanes in the entrance road. Later phases include interior.'routing between the high school and middle school and simultaneous closure of current Highway 6 accesses. Mussman explained that fire hydrants would Burr bund the new school building. Bartels explained that the current high school went for 15 years without a hydrant. The traffic route includes 24 foot width with 6' curbing for a total25yfoot width. A bioswell will collect water from the building a parking lot to the current water way to-a water retention area midway in the area near the railroad. Elevatiori of school north end near 705 feet with play field approximately 693 in the flood plain. Schmidt said his major concern was safety, and asked if the engineer had a review. Jack of Hart Frederick said Mike Hart had not had any time yet and at this time had no comment. Motion Schmidt, second Colvin that the school high school site plan be recommended to the citycouncil'for approval with addition of any review items as added by the City Engineer and Fire Chief to the plan. Ayes: Schmidt, Surine, Berner, Colvin and Reeve. Motion carried. Mike Hart had mentioned in report to the city council that Mark Portwood of DeerView Estates would like to-move the basket ball court from its current planned location to one immediately west of Deer Run and north of the intersection of Highway 6. Colvin said this request has not been received from Portwood, but she was concerned that the basketball court in this location would be a very close fit. If allowed in this location, it appeared that the court would need a fencing including a gate to provide safety. Colvin did not see where parking could be provided in this location. The approved location does not include parking by the developer, but it does include space for future location of parking. Jack of Hart Frederick said that Mike Hart has'does nothing on this. The retention area of this space does appear to be collecting water. The Planning and Zoning has requested the development guidelines from the Villages. City Engineer Mike Hart has received this request for information for the Villages Subdivision. Hart Frederick Consultants has submitted the Villages L.C. Subdivision request, and this informaiion has not been submitted with application, city awaits this information and review by City Engineer. Information on cluster boxes received from-the Tiffin Postmaster who indicates that individual mail boxes will no longer be approved within the city.for mail delivery. Information includes a copy of the ordinance used by the City of Altoona. Bartels said mail boxes have not been allowed by the Post Office for many years. Jack of Hart Frederick said the city might want to set ordinances for new future subdivisions arid have the city pay for cluster boxes in-the current existing subdivisions. Postmaster says that area of a cluster delivery is determined by the Post Office. The cluster box is paid for by person or party desiring delivery. The Post Office maintains three keys, with fee for replacement of missing keys. Cluster boxes improve appearance and improve snow removal for the city. Jack,of Hart Frederick said the city might want to set ordinance to provide for cluster boxes in new subdivision, and have the city pay for cluster boxes in the current existing subdivisions. Discussion that people living in Tiffin were already being denied rural box delivery, and maybe being denied boxes also. Schmidt said that he thought that mail delivery should be between the mail customer patron and the post office. The city should not be any part of that service or any part of providing that service, and recommend same to council. Members discussed PAD zoning under the current ordinance. Schmidt thought a PAD was sometimes a beneficial tool for providing comprehensive and cohesive and consistent care of an area. But, Schmidt also thought the new ordinance provides way to .. many loopholes for a new developer to get through without the members being able to notice them until later. The ordinance PAD place too much review burden on PZ members. Berner agreed that he felt that the PAD needed to be tightened up. Berner thought there were times when the city might want to cooperate with a developer to make a unique situation work. Colvin did not think the PAD should be an excuse to allow substandard streets and spacing in the city. Fire Chief Morgan agreed that it would be good if eave spouts were further than six feet apart. Colvin said she found difficulty finding the fire hydrants when some are shown on the site plan and others are shown on J � a the subdivision platting. Schmidt asked if there were some way to put a halt to more PAD zoning until further study could be made, and how would a stop affect a street that was already in place. The current request in front of the city would not be affected by a stop as these considerations are set for hearing and action. Motion Berner, second Reeve to request that the city approve halt, moratorium or stop to future PAD rezoning requests for the city until such time as this section of the city` Zoning ordinance as been given review and update by Planning and Zoning and City Council. `City Engineer Hart continues additional review of the Zoning Ordinance. Members desiring review or further study of any section of the ordinance should pass these in for review by all PZ and city council members. Members agreed that study of this sectionSand any other changes to the Zoning Ordinance should be placed on the next regular session of the Planning and Zoning for study, discussion and consideration. Surine suggested that special meetings that are requested be placed for action during regular session and that members make requirement of timely submittal of information a provision of consideration. Failure to receive study material by time as specified by members would result in cancellation of the requested special meeting with notification of the petitioner of it.
