AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 CONMNLY KNOWN AS THE ZONING
ORDINANCE OF THE CITY OF RIMUND, INDIANA, ADOPTED JUKE 3, 1968.
BE IT ORDAINED BY the Common Council of the City of Richm�nd, Indiana, as
follows:
SECTION 1. WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968,
designates and describes as C-1,I1ei&liborhood Business District, the follow-
ing described property located at 1425 National Road West, in the City of
Richmond, Indiana, more particularly described as follows:
Sutton Place Lot #3
SECTION 2. WHEREAS, it is the intent and purpose hereof to change the zoning
classification of the above described area from C-1, Neighborhood Business
District, to C-2, Community Business District, and,
SECTION 3. WHEREAS, a.study of this Ordinance was conducted by the Richmond
City Plan Commission the day of , 1976, at which
time remonstrances were heard from all parties interested in or affected by
this Ordinance.
SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission was
to in favor of/in opposition to recornending the
passage of Ordinance No. 3074-1976.

SECTION 5. It is hereby ordained that the zoning classification of the above
described property be, and the same is hereby changed to C-2 Conmmity Business
District, and that said property be regulated in accordance with the Zoning
Ordinance of the City of Richmond, Indiana, and all amendments thereto.
SECTION 6. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.
SECTION 8. The original zoning classification of the aforementioned area is
hereby rescinded and the zoning classification of this area will be in accord-
ance with Section 2 of this Ordinance.

Re: Ordinance 3074-1976 - Plan Commission Case 76-8,
William and Lois Burcham, 1425 National Road West,
requesting rezoning from C-1 to C-2
Dear Mr. Mills, Members of the Council & Mrs. Trimble:
The Richmond City Plan Commission held a pubt.ic hearing on Tuesday, May
25, 1976, at 7:30 P.M. in the Council Chambers of the Richmond Municipal
Building to hear the request of William and Lois Burcham, 1425 National
Road West, requesting rezoning from C-1 to C-2.
There was no one present to speak in favor of or in opposition to this
petition. Twenty-one (21) letters had been sent to adjoining properties,
and ten (10) returned, all opposed to the rezoning.
The Plan Commission found the following considerations to be of considerable
importance in making their recommendation to Council:
1. A rezoning of this site would be spot zoning and con-
trary to the best interest of the Community.
2. The Comprehensive Plan for the City shows this area on
the South side of National Road to be neighborhood busi-
ness with adjacent uses being residential. A deviation
from neighborhood busiaess would be detrimental to the
residences and would have a blighting affect on the pro-
perty further South of National Road.
3. Several Commission members expressed their concern that
National Road West should be maintained as nearly as
possible as an attractive entrance and exit to this City.
The implications being that curb cuts for strip commercial
development tend to restrict the natural flow of vehicular
traffic. Uncontrolled development of this traffic artery
would eventually mean the City would have to build a by-
pass road .for this area similar to what is occurring East
of Richmond at this time.
