AN ORDINANCE TO APPROPRIATE THE SUM OF THIRTEEN THOUSAND EIGHT HUNDRED
FOURTEEN DOLLARS AND THIRTY THREE CENTS ($13,814.33) FROM FEDERAL REVENUE
SHARING TRUST FUND TO -SERVICES PERSONAL - CITY COURT.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1: That for the expenses of the City Government and its
institutions for the year ending December 31, 1976, the following
amount of money is hereby appropriated and set apart out of the fund
named and for the purpose specified. Said sum being subject to the
law governing the same. Such amount appropriated shall be held to
include all expenditures to be made during the year unless expressly
stipulated by law.
SECTION 2: That for the said fiscal period there is hereby appro-
priated from Federal Revenue Sharing Trust Fund the following specified
amount to meet the extraordinary emergency hereby declared to exist:

SECTION 3: This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City May 17,
1976 at the hour of 7:30 P.M.
Councilman Mills presided with the fallowing members present: Messrs.

Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of May 6th and May 13th

Richmond, Indiana. The proof of publicat oon and posting of notices were
examined and found to be correct and in order. Councilman Elstro
moved the proof of publication and posting of notices be received and ar ered
filed, seconded by Councilman Paust , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3078-1976
Councilman Eastro moved for engrossment of Ordinance No. 3078-1976, seconded
by Counci`17oan 9111tams and on unanimous voice vote the motion was carried.
Councilman Williams moved to suspend the rules and place Ordinance 3078-1976
on third reading by title only, seconded by Councilman Paust and on unanimous
voice. vote the: motion was carried.
After hearing all persons present, Ordinance No. 3078-1976 was placed on
final passage or rejection and on a call of the roll e fdll6wing was recorded:

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days -at the County Auditor's Office of said County,
or ai such other place as may be designated. .At such hearing taxpayers
objecting to any of such additional appropriations may be.heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held,
