AN ORDINANCE TO APPROPRIATE TWO THOUSAND DOLLARS ($2,000.00) FROM THE
CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX FUND).
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for various functions of the City Government
than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1: That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1976, the following amount of
money is hereby appropriated and set apart out of the fund named and for
the purpose specified. Said sum being subject to all laws governing the
same. Such amount appropriated shall be held to include all expenditures
authorized to be made during the year, unless expressly stipulated by law.
SECTION 2: That for the said fiscal period, there is hereby appropriated
from the Cumulative Capital Improvement Fund (Cigarette Tax Fund) to be used
for Engineering Services to Improve South L Street and Garwood Road Thoroughfare
System, the following specified amount to meet the extraordinary emergency hereby
declared to exist:

These funds are to be appropriated for the following project:
Engineering Services to Improve South L Street
and Garwood Road Thoroughfare System, Phase I,
R&S#14.
SECTION 3: This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws of
the State of Indiana, governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL. OF THE CITY OF RICHMOND. INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City May
17, 1976 , at the hour of 7:30 P.M
Councilman gills presided with the following members present: Messrs.
Ahaus Austerman , Carter Cornett ,
Elstro a Merchanthouse a Paust a Williams
Absents None
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of May 6th and Ma 13th
Said notices stag that a public hearing aaou a ld on t e 17th
May, 197E , by the Common Council to consider addition�ppropria-
ons as provided or in Ordinance No. 3080-1976 . , within the City of
Richmond, Indiana. The proof of publicat on an posting of notices were
examined and found to be correct and in order. Councilman Williams
moved the proof of publication and posting of notices be rece ve an o ered
filed, seconded by Councilman Elstro , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3080-1976 ,
Councilman Elstro moved for engrossment..of;Ordinance No. 3080-1976, seconded
by Councilman Ahaus and on unanimous voice vote the motion was carried.
Councilman Elstro moved to suspend the rules and place Ordinance 3080-1976
on third reading by title only, seconded by Councilman Williams and on
unanimous voice vote the motion was carried.
After hearing all persons present, Ordinance No. 3080-1976 was placed on

objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held. n
