Review Revisions for Zoning Ordinance ' Old Business ,„. r -Adjournment . . k 1 k a , , a . r Tiffin Planning and Zoning Commission May 2, 2007 A regular meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair Steve Berner at 6;30 p.m. on Wednesday, May 2, 2007 at the Tiffin Fire Station. Members.present: Chair Steve Berner, Stephanie Surine, and Jim Schmidt. Absent: • Melvin,Reeve and Shawna Colvin. Also present: Councilmembers: Ruth Demuth and Jim Bartels. - Tood McKinley and two other visitors were present to ask about growth of the city south of the interstate. Members noted that no water and sewer service is extended to this area. Demuth noted that they want to check plans being made by IDOT for upgrade of the I-80 & 380 interchange and impact to the area they are investigating. They asked about future plans for upgrade of Jasper Avenue. Members thought it could be some time into the future as it would be very expensive. Hart Frederick has provided updated and reviewed Standard Designs for the members. Public Works Director Brett Mehmen has made these recommendations: Page 7-4 Fire hydrants spacing will be a distance of 300 feet. This is the current requirement, but problems with effecting this requirement is being seen. Mehmen would ask if there is a way to make sure this is in plans and is done. Page 7=8 Depth of bury: Mehmen would recommend: . a Upper Barrel/Standpipe nozzle section shall be fully exposed with flange fush or above ground level. Mehmen says 5 '/2 feet does not work in all circumstances. • �'F Page 7-11 Brett suggest 1 inch lines into duplex or rero lot line dwellings,one for,each side. , PZ suggest one inch line into all dwelling units, each with individual meter and billing. Water pipes 200 psi plastic pipe discussion on'if copper line should be dropped. } PZ suggest tracer lines be required on plastic water lines during installation. Page 6-1 Mail Boxes. The base of all mail boxes shall be a minimum of 12 inches from the edge of the pavement. Brick or other masonry support structure are'not allowed. Contact the local post office for current regulations regarding the placement or replacement of any mail receptacle. ` All other recommendations as made,by city engineer. Motion Berner, second Surine to recommend approval of the updated Design Standards for the City of Tiffin with above 1 Tiffin Planning and Zoning Commission May 2, 2007 listed recommendations and any further recommendations as made by city engineer. Ayes: Berner, Surine and Schmidt. Absent: Colvin and Reeve. Motion carried. Berner explained that he had visited with Attorney Greenleaf on the current PAD section of the Zoning Ordinance. The'Zoning Ordinance allows the PZ to require the same zoning regulations pertaining to any zone within a PAD just as it would if the same property were located outside a PAD. Members still desire to review this section. More study will continue. Surine suggested checking internet for the PAD used by the City of Solon. Motion Schmidt, second Surine to table recommendations for PAD and Zoning Ordinance and to wait for receipt of city engineer review of same. Ayes: Schmidt, Colvin and Berner.
