A RESOLUTION: AMENDMENT TO APPROVED NEW WORLD/TYLER
TECHNOLOGIES LICENSE AGREEMENT FOR POLICE
DEPARTMENT ELECTRONIC SUMMONS SYSTEM; AND
SUPPLEMENTAL APPROPRIATION FOR FISCAL YEAR 2020
WHEREAS, Electronic Summons CE-Summons) Systems improve officer safety,
organizational efficiency, and accuracy of summons issuance and processing; and
WHEREAS, On November 14, 2007, Council approved resolution 2007-162 authorizing
the Town Manager to execute a license agreement with New World Systems, Inc. for its Records
Management, Computer Aided Dispatch, and Mobile Systems, and the Town Manager executed
the license agreement and incorporated Standard Software Maintenance Agreement on December
27, 2007 (the "License Agreement"); and
WHEREAS, Tyler Technologies, Inc. is the successor by merger to New World Systems,
Inc., and the License Agreement remains in effect between Tyler Technologies, Inc. and The
Town of Leesburg, Virginia; and
WHEREAS, On August 11, 2015, Council ordained that a $5.00 fee was to be imposed on
any defendant who is convicted of a violation of any statute or ordinance within the Town to fund
an E-Summons system, and the account established to hold these funds has sufficient funds to
support the implementation of an E-Summons system; and
WHEREAS, Tyler Technologies, Inc. is able to provide the necessary components of the
E-Summons system, and has submitted a proposal to add to the License Agreement the necessary
software and services for the E-Summons system; and

ELECTRONIC SUMMONS SYSTEM; AND SUPPLEMENTAL
APPROPRIATION FOR FISCAL YEAR 2020
WHEREAS, the proposal submitted by Tyler Technologies, Inc. is in the total amount of
$182,254 which includes a one-time fee of $130,494; first year maintenance of$10,993; and
infrastructure upgrades to support the system cost of $40,767; and
WHEREAS, a supplemental appropriation for Fiscal Year 2020 in the amount of $182,254
from previously collected Electronic Summons System Fees will be required to implement the
technology requirements to deploy the Electronic Summons program in Fiscal Year 2020.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
General Fund operating budget is hereby amended, and a supplemental appropriation of E-
Summons System Fees of $182,254 is made for the implementation of the E-Summons system for
fiscal year beginning July 1, 2019 and ending June 30, 2020; and the Town Manager is hereby
authorized to execute an amendment to the License Agreement with Tyler Technologies, Inc., in a
form to be approved by the Town Attorney, in the total amount of $182,254 which includes a one-
time fee of$130,494 and recurring annual fees of $10,993; and to authorize the purchase of
$40,767 in Police Department infrastructure upgrades to support the system.
