City of Tiffin Planning and Zoning Commission And Tiffin City.Council June 6, 2007 A regular meeting of the Tiffin Planning and Zoning Commission and special joint meeting with the Tiffin City Council was brought to order by Mayor Glenn R. Potter and Planning and Zoning Chair Steve Berner at 6:30 p.m. Council members present: Ruth Demuth, Jim Bartels, Mark Petersen. Absent: Karin Dils and John Wright. Planning and Zoning Members present: Melvin Reeve, Steve Berner, Shawna Colvin. Stephanie Surine. Absent: Jim Schmidt. Also present: City Engineer Mike Hart. The Villages requested this special joint session of the City Council and Planning and Zoning at the last regular meeting. Villages is not present. Joe Johnston has submitted plat information for a PAD rezoning request for the south half of the Johnston- Potterfield Subdivision (Phase One). Johnston is requesting a special joint meeting of the PZ and council for consideration. A tentative date for this special meeting request is June 20, 2007 at 6:30 p.m. Casey's General Stores, Inc of Ankeny, Iowa has requested a variance for about 8 feet on the se'tback along Hwy 6.- Requesting building permit to enlarge business on south side of building. Motion Berner, second Reeve that the request for building permit does not meet the requirements of the zoning ordinance, that°a variance is-not-recommended.as the-business-- u,---= has sufficient alternatives to the plan and that the request for variance be passed to the Board of Adjustment for consideration. Ayes: Berner, Reeve, Colvin and Surine. Absent: Schmidt. Motion carried. Tentative date for Board of Adjustment is June 21, 2007 at 6:30 p.m. Hart reported that two water hydrants have been added to the Phase One of the Woodfield Subdivision. Hart explained that the planned walkways will probably not work and that easements will be needed from the lots surrounding the ponds for a walkway to be in place. Hart continues work on problems.. Hart reported good effort at stabilizing erosion areas. Hart explained culvert cleaning work on the intersection of Hwy 6 and Roberts Ferry Road to get water moving until better improvements can be'made in the area. Storm sewers on Croell Avenue are reported full of silt. Hart says these have been cleared. Poor seeding is noted in the area,•Hart will contact them on this. All easement papers are reported in for Roberts Ferry Road Project. It does not appear that there will be any good detouring plan for the area. 1 Tiffin Planning and Zoning Commission June 6, 2007 Weeds and debris reported in Wehrle lots in Timber Ridge Subdivision. Hart will speak with owner. Hart reported that the school is working on Hwy 6 access plans, and that'IDOT has approved a conceptual plan for Ireland Avenue and its intersection with Hwy 6. -Hart will be working with Alliant and Steve's Electric for Stephan's Street flasher. Changing the PAD section of the Zoning Ordinance was considered. Berner explained that Attorney Stephen Greenleaf had advised that the Planning and Zoning could require that all PAD requests follow all requirements of any zoning, and that a request note what alterations were being presented in a request, and explain the reasons for the desired alterations to normal requirements. Members thought this was a good suggestion as it , would provide greater ease in providing review of the alteralions included in any given PAD request. Members agreed this should be implemented with requests. Motion Surine, second Berner to approve the minutes for the Planning and Zoning Commission. Ayes: Berner, Surine, and Colvin. Abstain: Reeve.
