AN ORDINANCE TO APPROPRIATE THE SUM OF FORTY FIVE THOUSAND FIVE HUNDRED
THIRTY NINE DOLLARS AND FORTY THREE CENTS ($45,539.43) FROM THE GENERAL
FUND CASH OPERATING TO THE BOARD OF PUBLIC WORKS AND SAFETY BUDGET FOR
J-8 ELECTRIC CURRENT, CITY BUILDING ($10,000.00), J-9 ELECTRIC CURRENT,
STREET LIGHTS ($20,000.00), J-14 REPAIR OF BUILDINGS AND STRUCTURES
($3,000.00), J-16 TREE AND STUMP REMOVAL ($3,500.00), J-17 OTHER
CONTRACTUAL SERVICES ($4,800.00)J-24, REPAIR PARTS ($239.43), J-33
HOSPITALZMEDICAL-POLICE AND FIREMEN ($1,000.00) AND J-39 OTHER
EQUIPMENT ($3,000.00).
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget..
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY.OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1976, the following
amount of money is hereby appropriated and set apart out of the
fund named and for the purpose, specified. Said sum being subject
to all laws governing the same. Such amount appropriated shall
be held to include all expenditures to be made during the year,
unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appro-
priated from, the General Fund Cash Operating the following spr-cified amount
to meet the extraordinary emergency hereby declared to exist.

after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City �August
2. 1976 at the hour of 7:30 P.M.
Councilman Mills presided with the following members present: Messrs.
Ahaus Austerman Carter Cornett ,
Elstro Merchanthouse Paust , Williams ,

The Clerk presented proof of publication of Notice to Taxpayers printed In the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of july 2020 _ and �2
Said notices stated that a public hearing would -beheld a� 2nd Tay off'
My ust, 1976 , by the Common Council to consider additloneTeppropria-
ons as provided or in Ordinance No. 3110-1976 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and io order. Councilman Williams
moved the proof of publication and posting of notices be received and ordered
filed, seconded by Councilman Paust and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3110-1976
Councilman Elstro moved for engrossment of Ordinance No. 3110-1976, seconded by
Councilman Paust and on unanimous voice vote the motion was carried.
Councilman Elstro moved to suspend the rules and place Ordinance No. 3110-1976
on third reading by title only, seconded by Councilman Paust and on unanimous
voice vote the motion was carried.
After hearing all persons present, Ordinance No. 3110-1976 was placed on
final passage or rejection and on a call of the roll e fbMwing was recorded:

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropria d ons may be heard. Interested
taxpayers may inquire of the County Auditor 4hon and where such hearing
will be held.
