AN ORDINANCE TO APPROPRIATE THIRTY THOUSAND DOLLARS ($30,000..00) FROM CUMULATIVE
CAPITAL IMPROVEMENT FUND CCIQARE�T.TE TAX).
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for various functions of the City Government than was appropriated
in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1976, the following amount of money is
hereby appropriated and set apart out of the fund named and for the purpose
specified.. Said sum being subject to:.all laws governing the same. Such
amount appropriated shall be held to include all expenditures authorized to
be made during the year, unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated from
thedyC,mulative Capital Improvement Fund (Cigarette Tax) to be used for an engtnsering
stu , ots:ihe:-extension of. Industrial Road! -from Northwest-z5th Street tq U S.:27, the
following specified amount -to meet -the extraordinary-remargenucy hereby declared to
exist:

SECTION 3. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the
State of Indiana,_ governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City AMqust 16.
1976 at the hour of 7:30 P.M.
Councilman Mills presided with the following members present: Messrs.
Ahaus , Austerman Carter Cornett ,
Elstro Merchanthouse , Paust Williams
Absent: None .

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of and 12
Said notices stated that a public hearing would be held on the f,_ daly of

Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman paimt
moved the proof of publication and posting of notices be received and ordered
filed, seconded by Councilman Elstro , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3118-1976 .
Councilman Elstro moved for engrossment of Ordinance No. 3118-1976,
seconded by Councilman Paust and on unanimous voice vote the motion was carried.
Councilman Elstro moved to suspend the rules and place Ordinance No.
3118-1976 on third reading by title only, seconded by Councilman Paust and
on unanimous voice vote the motion was carried.
After hearing all persons present, Ordinance No. 3118-1976 was placed on
final passage or rejection and on a call of the roll thW roll6wing was recorded:

The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be -heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
