A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chair Steve Berner at 6:30 p.m., Wednesday, August 1, 2007 at the Tiffin Fire Station.
Members present: Steve Berner, Stephanie Surine and Stephanie Surine. Absent: Jim
Schmidt and Melvin Reeve. Also present: Mayor Potter, Councilmembers: Jim,Bartels,
John Wright, Ruth Demuth and Mark Petersen, Engineer Mike Hart, Attorney Stephen
Greenleaf, Public Works Brett Mehmen, and Brian Detert.
Planning and Zoning had requested a copy of the PAD agreement from Hart Frederick.
Hart Frederick explained that the copy had only been sent out to some of the members.
Another drawing including the previous trail easement was sent to all members. Berner
said he wanted to know if drainage from this growth area would be a problem for those
downstream and if the drainage creek could be expected to flood its banks during rain
periods. Engineer Mike Hart said water drainage problems should be minor. The area is
a portion of Lot 6 and the description has been amended with severa affidavits. Hart did
not expect that people down on Stephans would be affected by this growth. Hart said that
the retainage area done be developers above Johnston had provided great improvement
for flooding below.
Surine asked what green space was being provided in this development. An earlier tennis 1
court promised by Johnston was no longer required by the city. Several council and the
mayor had toured the area and agreed that the city did not desire green space along the
drainage channel. Hart Frederick representative indicated that the easement would
continue for the trail, however it might be necessary to move the trail easement slightly if
the channel needed realignment for drainage purposes. Surine asked if all previous
suggested comments had been added to the subdivision agreement. Jack of Hart
Frederick indicated that all suggestions and comments had been added.
Berner asked how bridging requirements would b accomplished. Hart explained that
Johnston would present bridging plans for city review, and acceptance to meet city
standards. Hart expected that the bridging would be similar to Second Street.
Johnston was asked if he had sufficient space for horizontal geothermal plans. Johnston
said he did and he would be using horizontal slinky looped mechanism. Colvin asked if
this geothermal heating/cooling would be added to the agreement as suggested in
previous meeting. Jack of Hart Frederick said it had been an omitted item and would be
added.
A temporary 50 foot rock turn around has been added to the end of Lilac Street for
emergency vehicle turnaround. Motion Surine, second Berner to approve
recommendation of the PAD application presented by Joe Johnston for a portion of Lot 6
of the Johnston Potterfield Subdivision including agreement submitted with inclusion of a
trail easement that includes the understanding that the easement may be moved for the
purpose of keeping it on dry land if the channel is altered for drainage reasons and that
geothermal heating/cooling be placed in this development area. Ayes: Surine, and
Berner. Nays: Colvin.
Randy Miller was present to present his alteration in plans for Lot 1, 2 and 3 in the
Industrial Park. The change includes turning the direction of three of the buildings.
Motion Colvin , second Surine that the alteration in site plan be recommended for
approval with the continuation of landscaping plans across all lots. Ayes: Surine, Berner
and Colvin. Absent: Schmidt and Reeve. Motion carried. •
Johnson County has sent out a permit for earth drilling at 725 TimberRidge Ct for
vertical heat/cooling geothermal piping. Engineer Mike Hart has reviewed the
information'and has sent this approval notification to Johnson County.
The Planning and Zoning Commission has received information for a building plan for
Lot 17 of the Industrial Park,but has received no other information. Motion Colvin,
second Surine to table this request for Lot 17 of the Industrial Park pending more
information. Ayes: Berner, Colvin and Surine. Motion carried.
Council will be reviewing building permit fees and Planning and Zoning Commission
members should provide input prior to the upcoming meeting of the city council set for
August 8, 2007. The current cost for a new home is $3,100. Mark Portwood thought this
was far higher than a permit in Iowa City. Members agreed that other cities rates should
be studied to make comparison.
Council will be reviewing the current sidewalk plan that has been approved by the
Planning and Zoning Commission for input on sidewalk width, members should provide
input prior to the upcoming meeting of the city council set for August 8, 2007. Petersen
thought that to be eligible for grant funding sidewalks needed to be no less than a certain
width, this width will be investigated. Colvin thought a four foot width was to narrow.
Mark Portwood said that Iowa City was allowing the placement of three foot sidewalks.
Berner explained that the city was trying to make connection into a trail system.
Portwood said this was why he had provided 5% for open space, and he thought that
people did not want trails in a subdivision, but rather that a trail should go around a
subdivision so they could get to it.
Members continue study of the PAD Zone of other communities. Engineer Hart said that
if members would send in sections that they liked a possible ordinance could be put
together for further study. Petersen noted that in other communities there were
sometimes problems with ponds holding water or being filled with silt. He requested
members to study ways to help the city with these possible future problems. Mark
Portwood said it would be impossible to place this kind of repair on a developer,because
the developer would be gone when these kinds of problems would appear. Suggested
that the city attorney investigate how this kind of problem could be addressed in an
ordinance.

Surine said she would like to see a PAD Zone that did not allow a lessening of zoning
rules in density or standards, but rather a zone that might allow mixture of zoning uses
that might not otherwise be permissible.
Motion Colvin, second Surine to table further study and consideration of PAD zone and
Zoning Ordinance to September meeting date. Ayes: Surine, Colvin and Berner.
Motion carried.
Hart requested Planning and Zoning to consider a change in a platting requirement in
Timber Ridge for a trail access between Lot 46 & 47 of Phase II at their next meeting.
Motion carried to adjourn.

Tiffin City Council and Planning and Zoning August 2, 2007
Concern about subdivision waste cement being disposed of down storm sewers was
brought before the council. Construction permits are supposed to have a planned location
for waste cement. City will have city engineer look into this further.
Mayor Potter reported that a developer may be purchasing Phase II of Timber Ridge.
Members received updated zoning map and a trails planning map for the city.
