AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3,
1968.
BE IT ORDAINED BY the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. WHEREAS, the Zoning Map which is part of Ordinance No.
2325-1968, designates and describes as R-2 One Family Residence Dis-
trict, the following described property located at 603 Indiana Avenue,
in the City of Richmond, Indiana, more particularly described as follows:
A part of the northeast quarter of Section thirty-one (31),
Township fourteen (14), Range one (1� west, and being parts
of the following described tract: Beginning at a point in
the east line of said quarter Section forty (40) rods north
of the southeast corner thereof; thence west forty-three and
fourteen hundredths (43.14) rods; thence south thirty-eight
and one-half (38-1/2) rods; thence east twenty-three and
fourteen hundredths (23.14) rods to E.M. Hoffman's southwest
corner; thence north twelve and twenty=eight hundredths (12.28)
rods to said Hoffman's northwest corner at a stone marked "X";
thence east twenty (20) rods to said Hoffman's northeast cor-
ner in the east line of said quarter Section; thence north
twenty-six and twenty-two hundredths (26.22) rods to the place
of beginning; EXCEPTING the right of way of the Pittsburgh, Cin-
cinnati, Chicago & St. Louis Railway Co. along the south side
thereof for the whole length of said tract of lands the two
parcels of the above described real estatehereby mortgaged
being described as follows:
Beginning at the northwest corner of said above described
tract and running thence south on the west line thereof to
the said right of way of the said railroad company thence
east eight and ninety-three hundredths (8.93) rods; thence
.north to the north line of said above described tract; thence
west eight and ninety-three hundredths (8.93) rods to the
place of beginning, containing one and ninety-eight hundredths
(1.98) acres, more or less; subject to a roadway on the north
side thereof.
ALSO, the following part of said above described tract: beginning
at a point in the north line thereof eighteen and six hundredths
(18.06) rods west of the northeast corner thereof, and running
thence west sixteen and fifteen hundredths (16.115) rods; thence
south to the said right of way of the said railroad company
thence east fourteen and twenty hundredths (14.20) rods to said
Hoffman's west line; thence north to said Hoffman's northwest
corner; thence east one and ninety-four hundredths (1.94) rods;
thence north to the place of beginning, containing three and
forty-six hundredths (3.46) acres; subject to a roadway on the
north side thereof.
ALSO, a part of the northeast quarter of Section thirty-one (31),
Township fourteen (14), Range one (1) west, and bounded as follows,
to Wit, Beginning at a point forty (40) rods north, and fifty-
eight and eighty-four hundredths (58.84) rods west of the south-
east corner of said quarter Section at Fuller's northeast corner;
thence east fifteen and 6Q mO hundredths (15.70) rods; thence
south thirty-eight and fifty hundredths (38.50) rods; thence
west seventeen and fifty-four hundredths (17.54) rods to said
Fuller's east line; thence north bearing a little east along said
Fuller's east line to the place of beginning, containing four (4)
acres, more or less; excepting the right of way of the Pittsburgh,
Chicago, Cincinnati & St. Louis Railway Company along the south
side of said tract.

ALSO, a part of the northeast quarter of Section thirty-one (3I),
Township fourteen (14), Range one (1) west, and bounded as follows:
Beginning at a point in the quarter Section line, sixty (60) rods
east of the southwest corner of tract of land described in a deed
from Thomas Birdsall and wife and Timothy Thistlethwaite and wife,
to William Thistlethwaite, dated November 20th, 1868, and recorded
in the Recorder's Office of said County on the 4th day of March,
1871, in Deed Record No. 55, page 9; thence east twelve (12) rods;
thence north forty (40) rods; thence west twelve (12) rods; thence
south forty (40) rods to the place of beginning. Subject to the
rights of the Indiana Central Railway Company and of the Pittsburgh,
Cincinnati & St. Louis Railway Company along and near the south end
of said land; containing three (3) acres.
ALSO, a part of the northeast quarter of Section thirty-one (31),
Township fourteen (14), Range one (1) west, described as follows:
Beginning at a point seventy-five (75) feet north of the south line
and eleven hundred ninety-eight and seventy-seven hundredths (1198.77)
feet west of the east line of said quarter Section; thence west two
hundred eight and eight hundredths (208.08) feet town iron stake;
thence north five hundred eight -five (585) feet to a point in the
south side of Indiana Avenue which is one thousand three hundred
seventy-eight and thirty hundredths (1,378.30) feet west of the
east line of said Section; thence east two hundred ten and six tenths
(210.6) feet; thence southward five hundred eighty-five (585) feet to
the north right of way line of the Pennsylvania Railroad Company which
is the place of beginning.
SECTION 2. WHEREAS, it is the intent and purpose hereof to change the zoning
classification of the above described area from R-2 One Family Residence Dis-
trict to C-4 General Business District, and,
SECTION 3, WHEREAS, study of this Ordinance wM conducted by the Richmond
City Plan Commission the day of 1976,
at which time remonstrances were heard from all pafties interested in or
affected by this Ordinance.
SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission was
.5 to a in favor of/i recommending the passage
of Ordinance No.
NOW THEREFORE:
SECTION 5. It is hereby ordained that the zoning classification of the
above described property be, and the same is hereby, changed to C-4 General
Business District, and that said property be regulated in accordance with
the Zoning Ordinance of the City of Richmond, Indiana, and all amendments
thereto.
SECTION 6. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.
SECTION 7. The original zoning classification of the aforementioned area
is hereby rescinded and the zoning classification of this area will be in
accordance with Section 2 of this Ordinance.

Re: Ordinance 3123-1976 Plan Commission Case 76-12
E. G. Hill Co., 603 Indiana Avenue, requesting re-
zoning from R-2 to C-4
Dear Mr. Mills, Members of the Council & Mrs. Trimble:
The Richmond City Plan Commission held a public hearing on Tues-
day, August 24, 1976, at 7:30 P.M. in the Council Chambers of the
Richmond Municipal Building to hear the request of E'. G. Hill Co.,
603 Indiana Avenue, requesting rezoning from R-2 to C-4 to be
consistent with present use.
The petition was represented by Mr. Lindley Mann, Vice President
of the Corporation. No remonstrators were present to speak in
opposition. Twenty-one (21) letters were sent to adjoining and
adjacent property owners and four (4) were returned; two (2) in
favor of the rezoning and two (2) in opposition to the request.
The property is bordered on the east and west by C-4 zoning and
on the south by an M-1 District. Across the street to the north
is the only other residential district in the area.
The Plan Commission voted unanimously, five (5) to zero (0) to
recommend approval of the petition to Common Council. Commissioners
Case, VanPelt, Austerman and Meredith were not present at the meeting..
