AN ORDINANCE TO APPROPRIATE VIFTY SEVEN THOUSAND 'FOUR HUNDRED DOLLARS
($57,400.001 FROM THE FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN
ORDINARY AND NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AS
AUTHORIZED BY THE LAWS OF THE STATE OF INDIANA AND BY THE ORDINANCES
OF THE CITY OF RICHMOND, INDIANA.
WHEREAS, the State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the
Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act,
the proper legal officers of the City of Richmond, Indiana, have
established a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, revenues are available in said trust fund to be used for certain
ordinary and necessary maintenance and operating expenditures,ac:-;. ?-or

WHEREAS, there is a need for funds for certain ordinary and necessary
maintenance and operating expenditures as authorized by law, and
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
toappropriatemore money for the various functions of the City
Government than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1976, the following amount of
money is hereby appropriated and set apart out of the Federal Revenue
Sharing Trust Fund for certain ordinary and necessary maintenance and
operating expenditures, said sum being subject to all laws governing
the same and such amount appropriated shall be held to include all expen-
ditures to be made during the year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated
from the Federal Revenue Sharing Trust Fund for the hereafter enumerated
emergencies hereby declared to exist:
PURCHASE OF FIRE AND CASUALTY INSURANCE
PREMIUMS IN THE CITY OF RICHMOND, INDIANA $57,400.00
SECTION 3. An extraordinary emergency exists for the above appropriation
and it has been recommended by the City Controller.

SECTION 4. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7;30 o'clock P.M., on 20th day of
September , 19 76 , will consider the following additional
approprta ions in excess of -tWe budget for the current year.

The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be. heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held. l

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City September 20_
N76 , at the hour of 7:30 p.m.
Councilman Mills presided with the following members present: Messrs.
Ahaus , usterman , Carter , Elstro ,
Merchanthouse , Paust , Williams
Absent: Cornett
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of September 10 and se tember 1
Said notices stated that a public hearing woulda ld on a ay o
Septtemb�er, _12�4 by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 1 1 6 , within the City of
Richmond, Indiana. The proof of publicationsting of notices were
examined and found to be correct and in order. Councilman Paust
moved the proof of publication and posting of notices be race ve an o ered
filed, seconded by Councilman Elstro , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3135-1976
Councilman Paust moved for engrossment of Ordinance No. 3135-1976, seconded by
Councilman Elstro. Councilman Merchanthouse voted no and the remainder of those
present voted aye. nAs Ordinance was held for third reading until the next meeting.
On October 4, 1976, Councilman Cornett moved to suspend the rules and read Ordinance
No. 3135-1976 on third reading by title only, seconded by Councilman Mills and on
unanimous voice Mote the motion was carried.
After hearing all persons present, Ordinance No. 3135-1976 was placed on
final passage or rejection and on a call of the roll e foMwIng was recorded:
