HomeMy Public PortalAbout3136-1976- APPROPRIATE 100000 FROM CUMMULATIVE CAPITAL IMPROVEMENT FUNDORDINANCE NO. 3136-1976 AN ORDINANCE TO APPROPRIATE ONE HUNDRED THOUSAND DOLLARS C$100,000.00) FROM CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX). WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for various functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA. SECTION 1. That for the expenses of the City Government and its instituti6ns for the year ending December 31, 1976, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified. Said sum being subject to all laws governing the same. Such amount appropriated shall be held to include all expenditures authorized to be made during the year, unless expressly stipulated by law. SECTION 2. That for the said fiscal period, there is hereby appropriated from the Cumulative Capital Improvement Fund (Cigarette Tax) to be used to purchase real estate for renewal of blighted areas in the City of Richmond, Indiana, the following specified amount to meet the extraordinary emergency hereby declared to exist: AMOUNT AMOUNT REQUESTED APPROPRIATED CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAXI $100,000.00 $100,000.00 These funds are to be appropriated for the following project: To Purchase Real Estate for Renewal of Blighted Areas in the City of Richmond, Indiana. SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana, governing emergency appropriations. Ahaus , Austerman , Carter , Elstro_ Merchanthouse Paust Williams Absent: The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of September 10 and September 17 Said notices stated that a public hearing wou ld on the ay o geptembej;.1976, by the Common Council to consider additional appropria- tions as Provided for in Ordinance No. �3116-1976- , within.the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Paust moved the proof of publication and posting of notices be received and o ered filed, seconded by Councilman Mills and on voice vote the motion was carried. the Clerk read on second reading Ordinance No. ,3116-19.76 Councilman Paust moved for engrossment of Ordinance No. 3136-1976, seconded by Councilman Elstro and on -unanimous voice vote the motion was carried. This ordinance was held for third reading until the next regular Council meeting. On October 4, 1976, Councilman Elstro moved to suspend the rules and read Ordinance No. 3136--1976 on third reading by title only, seconded by Councilman Mills and on unanimous voice vote the motion was carried.
