HomeMy Public PortalAboutFeb 2019Watertown Stormwater Advisory Committee (SAC) minutes February 21, 2019 4:00 PM @ Watertown DPW conference room In attendance: David Stokes (SAC Chair), Matt Shuman, Steve Magoon, David Jay, Janet Buck Absent: None Visiting: Kevin Duffy, Project Engineer, Watertown DPW I. Welcome and Introduction of Visitors II. Brief Reports/ Status Updates A. Committee membership — efforts to fill Conservation agent and Community member positions: No movement on this item. The Committee felt that the Chair should write a description for the volunteer Community member position that could be distributed by the Town Manager and/or posted to local news outlets. B. MS4 Permit — SWMP status: NOI has been submitted, but not posted to the EPA website yet. No comments on the NOI have been received to date. Stormwater Management Plan (SWMP) has been drafted by Weston & Sampson; Committee to review possibly in March? The Committee also discussed messaging around the SWMP; lots of ideas were generated, but some planning will be needed to provide additional details. III. Discussions / Actions A. Approval of Meeting Minutes The Committee voted to approve the minutes for both the December 6, 2018 and January 17, 2019 meetings. B. Review of current permit year Outreach and Education efforts and mapping out of future efforts In summary, under the new MS4 permit, we need to provide 2 educational "messages" for each of four audiences: Residents, Developers, Businesses and Commercial Facilities, and Industrial Facilities. i. Make Your Own Rain Barrel workshop planning (funding) Date and venue still to be determined. David Stokes has had trouble getting CRWA to answer some important questions. Funding amounts and sources still need to be identified. Some discussion around whether we would charge workshop participants, even just a nominal fee in order to get only the most interested and motivated residents. "Stormwater Management in Watertown" Walk — with Live Well Watertown (May) The current plan continues to be to do this walk in May. David Stokes will continue to coordinate logistics and advertising with Stephanie Venizelos. iii. Further discussion about possible new opportunities i. Guest speakers — either for SAC or Community?: No ideas were generated by the Committee for this topic. ii. Social Media Campaigns: This topic again was not discussed during the meeting. iii. New Business / Future Agenda Items / Stormwater Improvement Opportunities David Stokes mentioned the Watertown Environment and Energy Efficiency Committee's event in conjunction with Trees for Watertown that will take place at the Library. He noted that the Committee will have a table at the event. V. Announcements The Chair announced that the Town's Community Preservation Committee was meeting tonight @ 7:00 PM in the Town Council Chamber in Town Hall.
