HomeMy Public PortalAboutMinutes-10/03/2007 City of Tiffin Planning and Zoning Commission Wednesday, October 3, 2007 6:30 p.m.—Tiffin Fire Station Call to Order Agenda and Minutes Consider Location of Basketball Court for DeerView Review Draft Revision for PAD Section of Zoning Ordinance Old Business New Business Adjournment Tiffin City Council and Planning and Zoning Commission October 17, 2007 • A special meeting oof the Tiffin City Council and the Tiffin Planning and Zoning Commission was brought to order by Mayor Glenn R. Potter, 6:30 p.m., Wednesday, October 17, 2007 at the Tiffin Fire Station. Council present: Ruth Demuth, Mark Petersen, Karin Dils, Jim Bartels and John Wright. Absent: None. Planning and Zoning Commission present: Stephanie Surine and Shawna Colvin. Absent: Jim Schmidt, Melvin Reeve and Steve Berner. Brian Detert was present to explain about the Knox Box needed for the new high school building. Detert and Fire Chief Randy Morgan have reviewed several ordinances and, have one to recommend to the council for the next council meeting. A Knox Box will be on the Fire Truck and be radioed to the Sheriff Dept when needed for opening a building. These boxes will be used on any commercial, industrial, school and any residential of three units or greater. The wet wells area throwing alarms for high water due to infiltration of water from today's rain. • Discussion on sidewalks. Colvin asked who was complaining about the recently approved sidewalk plan that it was reviewed again by council during September. Portwood a developer is requesting change, and changes were being visited to pacify developers. One reason for proposed changes was to save homeowners money, Colvin noted that up to now there had not been any homeowner present to complain. Colvin thought the five foot sidewalk at least on one side of each block was pleasant for the community, especially with obesity of citizens. Colvin noted that there were locations where four foot sidewalks had been installed, when the locations had been platted for six foot. Engineer Hart thought it was the review of the Building Inspector to review the installations. Portwood noted that the sidewalks were under discussion when he had attended a school meeting with the Mayor, seeking information on the correct size for Deer View. Portwood thought these issues were growing pains for the city. Colvin asked how could Mayor give approval to Portwood to install four foot sidewalk in Deer View without prior authorization from City Council. Colvin asked who could change a platted document and how these errors could be repaired. Portwood said that only two people opposed the four foot sidewalks for the'city. Colvin noted that no one at all had opposed the,sidewalk plan until Portwood had come before the'city. Dils noted that the sidewalk plan had been reviewed by PZ and council and approved in January of this year. Petersen said he wouldn't want to buy a lot with a six foot sidewalk because he wouldn't want to scoop it in the winter. Colvin said some people don't want to scoop any size sidewalk. } Question about repair and nonexistence of sidewalks in the older section of the city. Demuth noted that tax money generated by the possible motel-hotel tax could be used to • promote tourism by the installation of sidewalks. Colvin said she never walked in the older section of the city because of lack of sidewalk in some locations, and poor condition of other sidewalks. Colvin asked if these needs would be addressed by the city. 1 5 r � Tiffin City Council and Planning and Zoning-Commission October 17, 2007 Colvin asked about setback requirements for sidewalks from roadways. Hart noted one, location on Oakdale that had been altered due to need to meet grade at the end of the property. Surine said she could see real problems with children playing on larger eight foot sidewalk's and people attempting to use a trail way for running or biking. Jack Burnham of Hart Frederick Consultants and citizen noted that more than developer Portwood would benefit by a reduction in sidewalk"size requirements. There were two or three developers still working that would be impacted by a change. Portwood explained that he just hoped to save his homeowners in DeerView money, and that he was just a voice for them. Bartels said that perhaps a five foot sidewalk between the south and Oakdale Blvd to provide a school route as a compromise on this disagreement. Petersen said he walked on sidewalks all over as part of his job everyday delivering packages, and he saw no problem whatever walking on a four foot sidewalk anywhere. Motion Petersen, second Wright to approve a sidewalk plan and have Engineer Hart prepare a sidewalk and trail map to include the following and make alteration to the Design Standards for approval by the city council,to the following: 1. Four foot sidewalks in all local roads within residential areas. 2. Four foot sidewalks adjacent to all collector streetways. ' 3. .Four foot sidewalks on one side and Eight foot sidewalks on the other side along arterial roadways as approved by the city council in planning. 4. Six foot(or greater if proposed use should demand larger as determined by city engineer or city council) sidewalks in all'commercial zones. 5. Eight foot trails in locations designated by the city as city trail routes, unless trail , granting authority requires larger size and as approved by city.. With these additional items in regard to existing streetways: 6. Roberts Ferry Road—8 foot and 4 foot 7. Oakdale Blvd—8 foot and 4 foot 8. Croell Blvd—5 foot(north side) and 6 foot (on south side) between Hy6 & Oakdale 9. Goldfinch Drive- 5 foot on north side and 6 foot on south side continued to planned intersection of Jasper Ave 2 , P r Tiffin City Council and Planning and Zoning Commission October 17, 2007 10. School - South Side of Hwy 6 - Eight foot unless trail granting authority requires larger size 11. School—East side - Eight foot unless trail granting authority requires larger sizet 12. Deer View- Four Foot except six foot along the commercial lot 13. Old City—Four foot except six foot in commercial zoning or where six foot is already existing 14. Other locations—finish streets to the nearest intersection as in conjunction with the sidewalks already existing and upon the review of the city engineer for the purpose of providing a planning map with continuity of system. Ayes: Demuth, Petersen, Dils, Wright and Bartels. Motion carried. Members received draft PAD ordinance amendment for review from city attorney. IDOT public input on I-80 ramp and Jasper bridge work is set for October 29, 2007 at the Tiffin Fire Station from 5:30—7:30 for the department to receive comment and input on work that is scheduled several years into the future. Members received most recent copy of the Design Standards that includes revision up to May 2007. Engineer Hart will add new sidewalk information as agreed during this meeting to Design Standards and approval is set for November agenda. Motion Dils, second Petersen to approve the contract for codification of the city ordinances with inclusion of an item that provides for copy of ordinances in electronic format for city files and that this may be used for reproduction for purpose of dissemination to the public and for city use in review and study of same.
