BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, as follows: SECTION 1. WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968, designates and describes as R-2 Single Family Residential District, the following described property located at 606 N.W. L Street in the City of Richmond, Indiana! more particularly described as follows: Lot #3 Mapleton Addition, and more particulary known as: Part of the Southeast Quarter of Section Thirty (30), Town- ship Fourteen (14) North, Range One (1) West: Beginning at a point in the center of the road at the intersection of School and Northwest Fifth Streets, being the west continua- tion of said School Street, in the City of Richmond, Indiana, eight hundred ninety-three and five tenths feet (893.5) West of the southeast corner of said Quarter Section; running thence North twenty-three (23) rods to an iron pin; thence East, parallel with the south Tine, of said Southeast Quarter, Eighty-two and five tenths (82.5) feet to an iron pin; thence South twenty-three (23) rods to the south line of said South- east Quarter to the center of the road; thence !lest eighty- two and five tenths (82.5) feet to the place of beginning, containing seventy-two hundredths (0.72) of an acre, more or less, being also known as Tract Number Three (3) of the Plat of ground in Ratliff''s Mapleton Addition. SECTION 2. WHEREAS, it is the intent and purpose hereof to change the zoning classification on the above described area from R-2 Single Family Residence District to M-2 General Industrial District, and, SECTON 3. WHEREAS, a study of this Ordinance was conducted by the Richmond City Plan Commission the 23rd day of November, 1976, at which time remonstrances were heard from all parties interested in or affected by this Ordinance. SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission was eight (8) to zero (0), in favor of the recommending the passage of Amended Ordinance No. 3139-1976, NOW THEREFORE: SECTION 5. It is hereby ordained that the zoning claassification of the above described property be, and the same is hereby changed to M-2 Gen- eral Industrial District, and that said property be regulated in accord- ance with the Zoning Ordinance of the City of Richmond, Indiana, and all amendments thereto. SECTION 6. This Ordinance shall be in full force and effect from and after its passage and approval as by law required. SECTION 7. The original zoning classification of the aforementioned area is hereby rescinded and the zoning classification of this area will be in accordance with Section 2 of this Ordinance. All parties interested in or affected by this request were given an oppor- tunity to speak. Thirty-two (32) letters were mailed to adjoining property owners and one (1) returned in favor of the petition and fourteen (14) re- turned in opposition to this petition. There were a large number of home owners that appeared at this meeting to oppose the rezoning of the entire tract of land. After due consideration of their arguments, the Planning Commission voted 8 - 0 to amend the peti- tion to include only the site legally described as Lot #3 Mapleton Addition being 82,5 feet in width along the north side of N.W, L and extending north. from N.W. Webb Beldon Corporation Page z The purpose of this report is to provide a summary of the recommendations by the committee. A more detailed report will be provided to the council which -will state tite basis on which the recommendations have been made. The preliminary report which this committee provided the council; provided the following information: A. The background of the method presently used by the City Controller and the reason for the original ordinance request. B. A systems proposal from NCR. C. An executive summary of the NCR 8200 system. D. The NCR 8200 features. E. Several letters addressed either to the computer Task Force or to the common council from Mr. Meredith. F. Other letters pertaining to the original ordinance from Mr. Meredith. G. Several attachments concerning visits or investigations made by the committee. H. The preTiminary recommendations of the committee. The preliminary recommendations of the committee were as follows: A. That.all governing bodies within Wayne County should investigate fully the probability of a centralized Data Center. B. The present payroll system should be transferred to a local service bureau or financial institution to allow more time to be spent on the Controller's direct problem of an accounting system. Page 3 C. An investigation of using the Richmond Power and Light Computer to relieve the workload on the accounting machine. D. The programmer analyst should be freed up from any operational duties to devote his time to the investi- gation and solution to the Controller's accounting problems. The above recommendations were based on a good deal of study. Investigation has been continuing since this report was submitted. The following has occurred since this report was prepared: A. A meeting with the Wayne County councilmen to discuss the probability of a central data center. B. A discussion with the Chamber of Commerce to investigate how the Chamber could be helpful to this committee. C. Discussions with other possible departments who may in the future require Data Processing capabilities. D. The decision by the Auditor's office to replace the present NCR 399 systems with one NCR 8200 system. All of these points have shown the committee that we can no longer wait for a solution to Mr. Meredith's problem but must nov., make an -intermediate recommendation to solve this problem. Therefore. the committee makes the following recommendations: I. The present ordinance which was for the purchase of a mini -computer, should be amended to read that a mini- computer should be leased on a five-year basis. It is inter- esting to note that the contract which would be entered into with NCR for an 82"0, is so worded that if at any time, the City Council would not approve the funds for the rental of this computer the following year, the contract is automati- cally terminated at the end of the year. Therefore; the council has complete control over the continuance of the mini -computer from year -to --year. In light of the decision of the Wayne County Auditor's office to install an NCR 8200 system, we believe the only solution to the City of Richmond, is to install a similar system. The benefits to be gained from this installation are as follows: A. Complete systems back-up for the Auditor's office and for the Controller's office in case one system is down. B. A sharing of programming and systems skills would be possible, which would help both departments in the continuance of their systems at a lower cost. C. The capability of sharing data between the depart- ments as required. D. The capability in the future, as required, to connect the two NCR 8200's together by communications lines for direct transfer of data. E. The capabilityof these NCR 8200's to serve as term- inals in the future to a central processor. This would insure complete upward compatibility as required. II. The second recommendation from the committee is that a proper salary schedule must be maintained to. insure that the systems and programming will be protected for the future. The present salary of the programmer analyst is paid through - CETA �Ltnds. The amount of the salary presently does not represent an average salary for similar programmer analysts within Wayne County. Therefore; the committee recommends that Page 5 an additional $2500 be appropriated to raise the salary to a proper level. III. As a further step in insuring that the communications between all governing agencies within Blayne County is continued inthearea of Data Processing, the present committee would like to be expanded to include members of the Auditors and Wayne County Council, the Richmond Power and Light, and as required in the future, other organizations which may be involved in a central data center. It would be the purpose of this committee to meet on a regular basis to provide assistance and guidance to the respective Data Processing Departments, and to insure that all tax payers within Wayne County receive the most for their tax dollars in the area of Data Processing. IV. The final recommendation of the committee, is merely the statement that a full detail report concerning each of the recommendations outlined in this report be submitted to the council prior to their next meeting. It is our firm belief that given the facts now known, the best path for the City of Richmond to follow is to lease an NCR 8200 system and to install the fund accounting applica- tion.
