AN ORDINANCE TO APPROPRIATE THE SUM OF TEN THOUSAND ONE HUNDRED DOLLARS
($10,100.00) FROM THE GENERAL FUND CASH OPERATING TO THE GENERAL FUND
DEPARTMENT OF PUBLIC SAFETY -FIRE DIVISION M-14, FIRE PROTECTION, RENTAL
OF HYDRANTS AND LINES.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1976, the following
amount of money is hereby appropriated and set apart out of the
fund named and for the purpose specified. Said sum being subject
to all laws governing the same. Such amount appropriated shall
be held to include all expenditures to be made during the year,
unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated
from the General Fund Cash Operating the following specified amount to
meet the extraordinary emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

FEDERAL REVENUE SHARING TRUST FUND
To provide a comprehensive research planning
and design effort directed to the eventual
construction of a multi -service rehabilitation
center for the handicapped with a coordination
program of services for the physically handicapped
residents of Richmond, Indiana. $20 383.00
Total 20,383.00
Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be. heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Mlunicipal Building of said City November
1st at the hour of 7:30 P.M. .
Councilman Mills presided with the following members present: Messrs.
Ahaus , usterman , Carter Cornett ,
Elstro , Merchanthouse , Paust , Williams ,
Absent: None
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of October 21 ° and October 28
Said notices stated that a public hearing wou ld on the istr4Y__0T
November by the Common Council to consider additionTppropria-
vti ns as Provided or in Ordinance No. 3145-1976 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Paust
moved the proof of publication and posting of notices be rece ve an or eyed
filed, seconded by Councilman Ahaus , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. .3145-�1976
Councilman Elstro moved for engrossment of Ordinance No. 3145-1976, seconded by
Councilman Paust and on unanimous voice vote the motion was carried.
Councilman Paust moved to suspend the rules and place Ordinance No. 3145-1976
on third reading by title only, seconded by Councilman Elstro.
After hearing all persons present, Ordinance No. 3145-1976 was placed on
final passage or rejection and on a call of the rode oll6wing was recorded:
