Members present: Steve Berner, Stephanie Surine, Shawna Colvin, Jim Schmidt and Melvin Reeve. Absent: None. Also present: Mayor Glenn Potter, Council Jim Bartel s, Ruth DeMuth and Mark Petersen. 'Motion Surine, second Reeve to approve the printedminutes. Ayes: Schmidt, DeMuth, Bartels, Potter and Colvin. Motion carried. No report from City.Attorney regarding`platting information. Members°spent time in review of the new PAD section for the Zoning Ordinance Amendment. Motion Schmidt, second Colvin to make the following recommendations for amendment • to the Zoning.Ordinance, as concerns the PAD section of the ordinance. 1. PAD .05A —Required of five acres is applicable to all new subdivisions of the city. Any subdivision with a approved final plat approved by the city and now on file may be provided an exception to the five acre requirement upon the review and approval of the Planning and Zoning Commission and the City Council. 2. PAD .05B 5. Construction of any PAD must commence within 2 years from the date of city approval, or said PAD plan becomes void. A PAD plan may be resubmitted for reapproval should it become void. 3. PAD .09 "review of the PZ and approval of the city council" 4. PAD.12 B remove the word"to" 5. PAD.12 C 3 add landscaping plans 6. PAD page numbers be consecquetive with other sections of the zoning ordinance. Ayes: Schmidt, Surine,Colvin, Reeve and Berner. Motion carried. Colvin asked about placement of lights along the new dakdale. Burnham of Hart Frederick indicated he would get more information for her. Colvin said she had visited with Portwood about moving the basketball court in DeerView Estates. Portwood had indicated it had never been his request to place this item on the agenda, and he was not planning`to change the location of the court. Petersen updated members on the IDOT 1-80 intersection meeting that was held for. property owners and interested public on October 29`h. Work may not be expected until 2015 and Petersen did get a copy of the concept plans that he would try to make sure that everyone received. One suggestion provided by Engineer Hart was to extend Jasper and additional one-half mile in a southerly direction and then`cutting the road to the east and - west to provide better access to this area of the city. R - , 1 • Petersen'noted that school bus drivers were anxiously waiting for reopening of the new Roberts Ferry Road. Petersen had visited with Engineer Doug Fredericks who has indicated a liability for still unfinished work of the area. Schmidt asked if the project couldn't be changed from CLOSED to CONSTRUCTION for all the inconvenience that was being caused by the closure. People would prefer a slowed area as having to make a 12 mile route'out of the way. Petersen asked to place this issue on the next regular agenda of the city. Petersen has visited with the deputy sheriff regarding a watch for speeders on the new Roberts Ferry when it opens. Colvin asked if anyone knew anything further regarding the IDOT parking trucks along Jasper Avenue. DeMuth said this had been a miscommunication of information. Colvin asked to for trail locations to be added to the sidewalk maps for the upcoming agenda of the Planning and Zoning. Motion Schmidt, second Reeve to adjourn. 7:30 p.m. . n
