AN ORDINANCE TO APPROPRIATE TWENTY THOUSAND DOLLARS ($20,000.00) FROM
THE FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN ORDINARY AND NECESSARY
MAINTENANCE AND OPERATING EXPENDITURES AS AUTHORIZED BY THE LAWS OF THE
STATE OF INDIANA AND BY THE ORDINANCES OF THE CITY OF RICHMOND, INDIANA.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act
shall:
(c) Provide for the expenditures of entitlement funds in
accordance with the laws and procedures applicable to
the expenditure of its own revenues;
WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, revenues are available in said trust fund to be used for certain
ordinary and necessary maintenance and operating expenditures,
WHEREAS, there is a need for funds for certain ordinary and necessary
maintenance and operating expenditures as authorized by law, and
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for the various functions of the City Government than was
appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1976, the following amount of money is
hereby appropriated and set apart out of the Federal Revenue Sharing Trust
Fund for certain ordinary and necessary maintenance and operating expendi-
tures, said sum being subject to all laws governing the same and such amount
appropriated shall be held to include all expenditures to be made during the
year unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated
from the Federal Revenue Sharing Trust Fund for the hereafter enumerated
purposes the following specified amount to meet the extraordinary emergencies
hereby declared to exist:
ROSE CITY BUS LINES $20,000.00
SECTION 3. An extraordinary emergency exists for the above appropriation
and it has been recommended by the City Controller.
Section 4. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the
State of Indiana governing emergency appropriations.

The Transportation Advisory Committee met Wednesday, November 24, 1976
in the Board of Works room of the City Building. Present were Phil Fox, Vic
Frisch, Duncan McKinnis, Don Meredith, Matt Nepote, Mayor Dickman, Jerry Haynes,
Don Lindley, Darrell Sheffer and acting chairman Jim Carter.
The first item of business discussed was the bus fares presently charged
and whether or not we should recommend increases. After considerable discussion,
Don Meredith moved that we recommend increasing single bus fares from 3W to 40�
and sell three (3) tokens for one dollar ($1.00) and twenty (20) tokens for six
dollars ($6.00) and tokens at the rate of 3W each in numbers over 20. Vic
Frisch seconded the motion and it carried unanimously.
It was reported by Jerry Haynes that American Motors as well as I U East
had requested that we extend our bus service to them. It was taken by consensus
that we should attempt to provide bus service to them and other multi -employee
businesses along the same route. Haynes and.Sh.effer are to meet with them to
work out details. During discussion it was brought out that I U and,AM Motors
might charter buses to transport their riders to and from those locations since
our service hours end at 6 P.M. The recommended charter rate is twenty dollars
($20.00) per hour with a two (2) hour minimum per day. They furnish qualified
drivers. The alternate method would be for I U and AMC to purchase a number of
tokens each month or quarantee a certain number of rides per month to make it
worthwhile to furnish bus service to them.
The committee voted to recommend that Don Lindley put into effect an
increased marketing plan with the radio stations incorporating an exchange of
services idea.
Finally the committee recommended that Council approve the filing of our
City's formal application for a Federal Grant from the United States Department
of Transportation under the provisions of the Urban Mass Transportation Act of
1964 as amended.

Councilman Paust moved to suspend the rules and place Ordinance No.
3149-1976 on third reading by tittle only, seconded by Councilman Elstro.
After hearing all persons present, Ordinance No. 3149-1976 was placed on
