AN ORDINANCE AMENDING ORDINANCE N0, 2325-1968 CUTIONLY KNOWN AS THE
ZONING ORDINANCE OF TIC: CITY OF R avow, INDIANA, ADOPTED TUNE 3,
1968.
BE IT ORDAINED by the Cohn Council of the City of Richmond, Indiana,
as follows:
SECTION 1. WHEREAS, the Zoning Map which is part of Ordinance No,
2325-1968, designates and describes as R-4 MULTI-FAiTLY RESIDENCE
DISTRICT, the following described property located at 2.00 South 9th
Street, in the City of Richmond, Indiana, more particularly described
as follows:
Lot 'E3 Mathias G. Arnold Addition to the City of Richmond,
Indiana.
P-bre particularly described as, Beginning at the inter-
section of the South Line of South B Street and the west
line of South 9th Street in the City of Ric umd, Indiana;
thence west along the south line of South B Street 132
feet to an alley; thence, south along the east line of
the alley 50 feet thence east parrellel to South B Street
132 feet to the west line of South 9th Street; thence north
on the west line of South 9th Street to the place of be-
ginning; containing an area of .143 acres more or less.
SECTION 2. WHEREAS, it is the intent and purpose hereof to change the
zoning classification on the above described area from R-4 nMTI-FATMffLY
RESIDENCE DISTRCT to C-2 CO^ V.VTY BUST-WSS DISTRICT, and,
SECTION 3.T'-]ERE.AS, a study of this Ordinance was conduct d by the
Richmond City Plan Commission the _ *'i day of ,
1976, at which time remonstrances were heard from all-oarties interested
in or affected by this Ordinance.
SECTION 4. ZdiE-REAS, the vote of the Richmond City Plan Commission was

passage of Ordinance No. 3166-1976.

Section 5. It is hereby ordained that the zoning classification of the
above described property be, and the same is hereby changed to C-2
Community Business District, and that said property be regulated in
accordance with the Zoning Ordinance of the City of Richmond, Indiana,
and all amendments thereto.
SECTION 6. This Ordinance shall be in full force and effect from and
after its passage and approval as by law required.
SECTION 7. The original zoning classification of the aforementioned area
is hereby rescinded and the zoning classification of this area will be in
accordance with Section 2 of this Ordinance.

Re: Ordinance No. 3166-1976 - Plan Commission Case 76-21,
Everett Selby, 308 East South Street, Centerville; re-
questing zoning from R-4 to C-2 of property located at
200 South 9th Street
Dear Mr. Mills, Members of the Council & Mrs. Trimble,
The Richmond City Plan Commission held a public hearing on Tuesday,
December 28, 1976, at 7:30 P.M, in the Council Chambers of the
Richmond Municipal Building to hear the request of Everett Selby,
308 East South Street, Centerville, requesting zoning from R-4
to C-2 of property located at 200 South 9th Street for a proposed
used furniture business and apartments.
The petition was represented by Mr. Selby, and no remonstrators
were present to.speak in opposition. Sixteen (16) letters were
sent to adjoining and adjacent property owners, and four (4) were
returned in favor and one (1) in opposition. The opposition was
from an absentee landlord living in the 2100 Block of East Main
and did not indicate how close their property was to the petitioner.
The Plan Commission voted unanimously, seven (7) to zero (0) to
recommend approval of the petition to Common Council. Commissioners
VanPelt and Webb were not present at the meeting.
