HomeMy Public PortalAboutMinutes-03/05/2008 (2) S ! 4 3 Planning and Zoning Commission City of Tiffin Wednesday, March 5, 2008 Chairperson Steve Berner called the regular meeting of the Planning and Zoning Commission to order at 6:34pin. Members present Steve Berner, Shawna Colvin, Melvin Reeve,Jim Schmidt and Stephanie Surine. Also present Mayor Royce Phillips, Councilpersons James Bartels, Mark Petersen, John Wright. Jack Burnham representing City Engineer Mike Hart, Darrell High for Villages, Douglas Frederick, t a Engineer for Villages, and Mike Hamill for Pilot Travel Center. Agenda approved and previous minutes were not available to approve. Engineer Frederick presented changes being requested to the Villages Preliminary Plat. Frederick related details that had been addresed on Wetland Mitigation concerns with the Iowa Department of Natural Resources,-US•Army Corps of Engineers, Environmental Protection Agency, and the US ' Wildlife, Fish and Game Agency. Comments and review7'with these agencies was anticipated to be finished shortly. The Mitigation Permit should be issued by April 1, 2008. These Mitigation issues prompted the need to reconfigure lots on the original preliminary plat. Detailed Specs and Plans are available for Commission review. Villages requested changes to Zoning of Phase Ito include reconfigured Lot 14 as R-12 Multiple Family. Commission members discussed concerns of the additional R-12 request. Questions were raised for eliminating future street access to the adjoining property to the north of these plots. Frederick explained that the property to the North of Lot 14, the McDonald's land, was now in a Family Conservation Trust and would probably not be developed in the future. High explained his plans to enhance the appearance of the residential areas. Commission suggested a scale-back on lots to the east of Lot 14 in Phase II to R-4 units. Commission discussed commercial at front of Lot 14 with residential transition behind commercial units and with two entrances for safety access. Motion by Schmidt, seconded by Reeve,Recommendation to City Council- Consider approval of Preliminary Plat with 14A'as Commercial and 14B (re-drawn) as R-12 Multiple Family, contingent upon changes made by Engineer Frederick. Motion carried. Mike Hamill representing Pilot Travel Center presented his concept site plan for reconfigured Lot 1 a Truck and Auto.Travel Center with a McDonald's drive through fast food. Lot size 7.5 acres and using 5.5 acres: • Engineer comments indicated that auto entrances on site plan appeared to be too close to Ireland Avenue intersection. Commission expressed concerns on high traffic and a need for turning lanes to and from the Pilot to Ireland and Ireland to I-80. Engineer Frederick explained that it was included in the developer's agreement that an additional lane on Ireland was to be added depending when development and usage warranted it. Village Drive, west to east road is a collector road. Frederick explained that the road was designed to add an extra lane if future use warranted to addition. k n Commission suggested that first entrance to be an"in" only entrance for auto traffic at 30 foot wide entrance and'60 foot wide entrance for trucks. Reconfiguration of the island between auto "in" and "out"entrances requested. Commission asked for design standards to assure that-building would be attractive. Hamill circulated pictures of pictures of Pilot Travel Center opened in various locations in 2007. Darrell High reported that he had sent a draft copy of design standards to city Attorney Greenleaf for review. Additional copies could be obtained from High's office. Commission inquired on location dumpster sties and lighting plan. Commission suggested that dumpster site be accessible from inside of lot and viewed as unattractive areas. Lighting plan would be forwarded with building permit application. Fire Chief Morgan questioned locations of Fire Hydrants. Morgan suggested that Hydrants be located near the back of the lot where trucks will be parked. Hamill said that some hydrants would be located and accessible to both Lot 1 and Lot to the east, near the back of Lot 1. Commission questioned location of trail on or.near lot and the drainage plan. Hamill reported that a. trial was not included on Lot 1 due to the terrain of the slope and the landscape buffer planned and the drainage plan would be submitted with the building permit application. Motion by Schmidt, seconded by Surine Recommendation to City Council -Consider approval of preliminary-site plan pending the Engineer's changes-on first entrance, reconfiguration of driveway island, and approval by Fire Chief. Ayes Berner, Reeve, Surine, and Schmidt. Nayes Colvin. , Update 2002 Comprehensive Land Use Plan. Commission requested a colored copy of the 2002 Land Use Plan. Schmidt questioned the need for this action and how this would affect the City. Mayor Phillips explained that updating this map and plan would serve m ultiple purposes for the City. 1. Guide the future Commissions and City'Councils in decisions affecting future development. 2. Johnson County Supervisors had requested this information to show them what and how the City planned for-future development., 3. To have on record the City's plans for possible future annexations. 4. To show future developers what areas the City planned for Residential, Commercial, Industrial, and Recreational sites. s • Commission suggested obtaining JCCOG Planning Maps to see what other communities were planning. Commission would continue action at future meeting. Commission suggested that the PAD in the recent approved November 2007 Zoning Ordinances be reviewed, as it appeared to not reflect their recommendations. Surine said she would search for her notes on the matter and make available for review. Commission requested`PAD Zoning to be placed on April P&Z Agenda.
