Leesburg Town Council Swearing-In Ceremony
Set for July 1, 2010 at 6:00 p.m.
Leesburg, VA (June 22, 2010) – The Leesburg Town Council will hold a swearing-in ceremony for
Mayor Kristen C. Umstattd and Council Members Fernando “Marty” Martinez, Kenneth “Ken”
Reid and Kevin D. Wright on Thursday, July 1, 2010 at 6:00 p.m. on the Town Hall Green (25
West Market Street). A reception on the Town Green for the newly sworn-in members of the
Town Council will immediately follow the ceremony. In the event of rain, the ceremony and
reception will be held in the lower level of Town Hall.
Kristen C. Umstattd will be sworn in for her fifth two-year term as the Mayor of Leesburg.
Mayor Umstattd was first elected to the Leesburg Town Council in 1992 and was re-elected to
Council in 1996 and 2000. She was named Vice Mayor in 2000 and first elected Mayor in 2002.
A native of Philadelphia, Pennsylvania, Mayor Umstattd has been a Leesburg resident since
1987. She holds a bachelor’s degree from Yale University and a juris doctor degree from Yale
Law School. Mayor Umstattd and her husband, Charles Moss, have a joint law practice in the
Town of Leesburg.
Fernando “Marty” Martinez will be sworn in for his third four-year term as a Leesburg Council
Member. He was first elected in 2002 and was re-elected in 2006 and 2010. Council Member
Martinez was named Vice Mayor in 2004 and served in that position until 2006. Originally from
California, he has been a resident of Leesburg since 1993. Council Member Martinez holds a
bachelor’s degree in Economics and Computer Science from Portland State University in
Portland, Oregon. He is an Associate with the consulting firm Booz, Allen, Hamilton.
Kenneth “Ken” Reid will be sworn in for his second four-year term as a Leesburg Council
Member, having been first elected to the Council in 2006. Council Member Reid has lived in
Leesburg since 2002. He holds a bachelor’s degree in Political Science from Rutgers University
and a master’s degree in Journalism in the University of Missouri. Council Member Reid is the
editor and publisher of Washington Information Source Co., located in Historic Downtown
Leesburg.

Kevin D. Wright will be sworn in for his second four-year term as a Leesburg Council Member.
Prior to being elected to the Council in 2006, he served as the Chair of the Leesburg Planning
Commission. Council Member Wright is a lifelong resident of Loudoun County and has resided
in Leesburg for more than 20 years. He is a Real Estate and Facilities Manager with Cisco.
