September 19, 2019 4:00 PM @ Watertown DPW conference room
In attendance: David Stokes (SAC Chair), Matt Shuman, Steve Magoon, David Jay, Janet Buck,
and Laurel Schwab.
Absent: None.
Visiting: None.
I. Welcome and Introduction of Visitors:
Meeting called to order at 4:00 PM. Laurel Schwab was introduced as our newest
Committee member, since she has become the Town's Conservation Agent.
II. Brief Reports/ Status Updates
A. Committee membership: No news to report about a prospective Community
member for SAC.
B. MS4 Permit:
Matt discussed the Annual Report. He reported that it is more prescriptive than
in the past, and Watertown has checked almost every box. He requested some
specific Education and Outreach information to be gathered before the report is
final. Also, he mentioned that the Town has written a letter requesting
exemption from the IDDE requirement. As part of the discussion, the Committee
talked about a Driveway brochure that could be developed, outlining the various
pervious alternatives.
C. Make Your Own Rain Barrel workshop:
This item was tabled, as it does not look like the Committee could execute the
workshop before sometime in Spring 2020.
D. "Stormwater Management in Watertown" Walk — with Live Well Watertown
(October?)
David Stokes reported that he was not convinced that we can get it done in
October. No additional discussion was had.
III. Discussions / Actions
A. Approval of Meeting Minutes
The approval of the minutes from the April 25, 2019 and August 25, 2019
meetings were tabled until the next meeting.

B. Faire on the Square (September 28th)
The Committee finalized all logistics about the Stormwater Advisory Committee
table for Faire on the Square.
IV. New Business / Future Agenda Items / Stormwater Improvement Opportunities
There was some mention about Outfall 19 and whether that was DCR's outfall.
Clarity was being sought, as to the Arsenal projects and that outfall. Matt wondered
if what was being seen was actually a non -municipal outfall which also exist along
Watertown's stretch of the Charles River.
