HomeMy Public PortalAboutMinutes-04/02/2008 (2) City of Tiffin • Planning and Zoning Commission April 2, 2008 Chairperson Steve Berner called meeting to order at 6:35pm at the Tiffin Fire Station Meeting Room. Roll call of members present: Steve Berner, Shawna Colvin, Melvin Reeve, Stephanie Surine and Jim Schmidt arriving at 6:37pm. Also present Mayor Royce Phillips and Council person John Wright. • Motion Surine seconded by Colvin to approve Agenda as printed. Ayes—All. No new business presented. Old business involved continuation of discussion on updating the Future Land Use Plan. Members had received and reviewed current colored version 2002 land use maps. Questions were raised and discussion followed on the definition of M1 and M2, light and heavy industrial zoning. Additional questions and discussion continued on the differences • between Cl downtown commercial and C2 highway commercial. Berner explained the reasoning why changes were made to Residential Zoning Codes. Old codes R2.5,=4 plex and R3 = 12 plex. New codes R4=4 units up to 12 units and R12 = 12 units. Question inquired to the access of the original Land,Use Plan files at the Engineer's office. Question was asked if changes made to Planning Map should reflect with current Zoning, Ordinances. Members suggested and discussed simplifying Zoning Codes for Planning for future land use areas. Suggested setting a template and sub impose current zoning as existing out to the two mile radius. M= Industrial, C=Commercial, R=Residential, P=Public Area Mayor Phillips supplied maps that were downloaded from Internet site for North Liberty Land Use Planning showing their future plans for land. Motion Schmidt seconded Surine to recommend to Council to request Engineer's Office to prepare maps with two mile radius to assist P&Z in further review for May 2008 P&Z meeting. Ayes-All.. Members discussed request to change current 2007- 287 PAD Zoning. Members concerned on final draft of 2007-287 yAD Zoning. Questions raised if it was an oversight by persons preparing final draft that recommended revisions were not included. A list of previous recommendations wag supplied by Surine. (List is attached) Motion Colvin seconded Surine to recommend to make revisions to PAD to`review at May P&Z meeting. .Motion amended to add the following: PAD Plan can not come back to P&Z until concerns are addressed,by City Council. Motion Colvin seconded Schmidt. Ayes-All Question raised if better communication could be established between P&Z and City Council. Motion to adjourn Schmidt.seconded by Reeve. All-Ayes.
