AMENDING SECTION 7A-4(7) OF THE LEESBURG ZONING ORDINANCE
REGARDING THE MEASUREMENT OF LOT WIDTH
WHEREAS, the Town Council on November 14, 1990 initiated an amendment to Section 7A-4(7)
of the Leesburg Zoning Ordinance regarding the measurement of lot width; and
WHEREAS, the Planning Commission held a public hearing on this amendment on December 20,
1990; and
WHEREAS, the Planning Commission on February 7, 1991, recommended to Council approval of
this amendment with some modification; and
WHEREAS, the Council concurs with the Planning Commission recommendation and finds that this
amendment will further promote the public health, safety and welfare, and will facilitate the creation of
a convenient, attractive and harmonious community:
I b_EREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia, as follows;
SECTION I. The existing Section 7A-4(7) of the Leesburg Zoning Ordinance is hereby repealed in
its entirety, and is replaced with the following new Section 7A-4(7):
7A-4(7) Measurement of Lot Width. Unless Sections 7A-4(7)(a) or 7A-4(7)(b) apply, the
mirdmum lot width shall be measured parallel to the front lot line at a distance equal
to the minimum applicable front yard. No portion of the lot between the front and
rear yard lines shall be less than the minimum lot width required for the zoning
district.
a. Pipestem Lots. For pipestem lots approved by the town, the minimum lot
width shall be measured at the minimum front yard line approved on the final
plat.
b. Oversized Lots/Alternative Measurement. An alternative measurement of lot
width may be utilized in the R-4 zoning district only, if the subdivision consists
of 25 or more lots. The average lot size of the entire subdivision (excluding
pipestem lots and common open space) must exceed the minimum district
requirement by 30 percent. The following lot design standards shall apply:
1. The minimum lot width required by the zoning district shall be
measured parallel to the front lot line only, and may be accommodated
along with the front yard setback at any distance up to 45 feet from

the front lot line. In no case shall the front yard setback be less than the
minimum setback required for the zoning district.
2. The lot depth/width ratio shall not exceed 3:1 for each lot. The lot
width is defined as the minimum required for the zoning district.
3. Each lot shall provide a minimum street frontage equal to at least 60
percent of the lot width required for the zoning district.
4. The lot width measured at the rear yard setback shall be a mluimum
of 60 percent of the lot width required by the zoning district.
5. No portion of the lot between the street frontage and the rear yard
setback shall be less than 60% of the minimum lot width required by
the zoning district.
SECTION II. All prior ordinances in conflict herewith are hereby repealed.
SECTION III. Severability. If any provision of this ordinance is declared invalid by a court of
competent jurisdiction, the decision shall not affect the validity of the ordinance as a whole or any
remsluing provisions of the zoning ordinance.
SECTION IV. This ordinance shall be in effect upon its passage.
