The Common Council of the City of Richmond, Indiana met in regular session Monday, July 28, 2008 in
the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR QUINN
President Parker presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
APPROVAL OF MINUTES
Councilor Pappin moved to approve the minutes of the meeting of July 7, 2008, with a second by
Councilor Welch. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
COMMUNICATION FROM THE MAYOR
■ Thank you to Councilors Parker and Cruse - Nicholson for their assistance with the budget
process.
■ The Model T convention was a tremendous success. Kudos to all involved. Mayor Hutton
encouraged all to continue to keep Richmond looking good and to greet visitors (and neighbors)
warmly.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the June 26, July 3 & 10, 2008 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
■ The Department of Metropolitan Development and the Indiana Department of Transportation has
scheduled a Public Meeting for July 31, 2 PM in the Council Chambers. This meeting is
regarding the realignment of US 27 North — North "B" to "D" Streets.
MISCELLANEOUS BUSINESS
■ Councilor Miller requested a report on golf course revenue.
■ Councilor Quinn reiterated that our Community looked great for the Model T Convention and
thanked all City Departments and volunteers for their efforts. It was truly a team effort.

ORDINANCES ON SECOND READING
ORDINANCE NO. 52 -2008 — AN ORDINANCE IMPOSING THE RICHMOND FOOD AND BEVERAGE
TAX
Speaking were Bob Fosnaut, Economy, Indiana and Mary Walker of the Wayne County Tourism Bureau.
This Ordinance was tabled at the request of the Administration until early 2009.

There being no further business, on a motion duly made, seconded and passed, the meeting was
