RECORD OF PROCEEDINGS 100 Leaves Dec. 17, 1975 The regular meeting of the Fraser Town Council was scheduled for Dec. 17, 1975 at the town hall. Roll call found coucilmen Clifford Clayton and Ronald Erwin. Also Mayor Leonard, Clerk Alta Gesellman, Monte Rogers Mark Emerson. Thomas Smith arrived a little later. Mayor stated that he did not have a quorum. Regular meeting could not be called. General items were discussed. Revised map of flood plain was presented. Mayor to return same to Attorney Doucette and ask that he draft letter to HUd for more details of width of plain. Also to notify that ad:aitional information being collected by County will not be ready until April 1976. Dog problems: Suggested a tranqulizer gun be purchased to protect Monte as he picks up unlicensed dogs in town limits. County has cages that town can be used and will have county dog catcher pick up caged dogs to be transferred to Kremmling dog pound. Letter from Mountain Bell concerning a bill for :110.00 for damage to a cable at 101 St. Louis Ave. in August was read. Letter stated a legal suit would be filed if not paid by Dec. 24th. Board members present felt the damage was done in replacing water main but town was not responsible as Mt. Bell has no easement for an underground cable at this location. Letters to be forwarded to Doucette. Clayton attended a Highway meeting in Craig and had forms to be completed. This concerned the .17,000.00 we are due for improvement to streets and alleys. Somethings Town of Fraser needs is gravel on all streets, alley's shaped up so all are passable, additional culvert on St. Louis Ave., need to bring Park Ave up to a drivable shape. Would consider oil on St. Louis Ave (or Eisenhower Drive) between U.S. #4.0 to railroad right of way. ACCIDENT AT LOCAL RAILROAD CROSSING WAS A MATTER OF discussion. Mayor to write letter to G rand County Commissioners asking their help in getting some sort of a warning signal at this crossing. Mayor stated a corporation has been formed to take over management of the Fraser Cemetery. Until this time the cemetery has been privateley owned. Board of 5 members will manage the operation. Current members are Frank Carlson, Glenn Wilson, Fred Pacheco, Jean O'Neil and Richard Leonard. Thomas Smith stated the Grand County Planning Commission has changed their regular meeting night to the 3rd. Thursday monthly. He noted the only business was some consideration of lot sizes with in the county on their zoning. One board member said he would attend as an individual an ask for a delay until these changes could be studied. This was the regular stated meeting for citzens imput as to the HUD G rant Funds.
