Regular Meeting
Minutes
October 11, 2018 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon and Dave
Murray.
II. Public Petitions and Comments: None
Ill. Special Requests:
A. Street Closure Request - Taphouse — Chris Bebee - Motion by Adam
Cohen to approve the street closure as requested, second by Stacie
Langdon, 7-0, motion carried.
B. Noise Ordinance Waiver Request- DePauw University-PHI Kappa PSI-
C. Street Closure Request— Main Street Greencastle- Kristin Clary—
Motion by Steve Fields to approve the street closure as requested, second
by Mark Hammer, 7-0, motion carried.
IV. Public Hearing- Heartland Automotive LLC Tax Deduction on New
Equipment- Motion by Adam Cohen to close the public hearing, second by
Steve Fields, 7-0, motion carried.
V. Department Reports:

Scott Zimmerman reported on pollinator gardens and rules regarding scrapping
materials.
VI. Reports
a. Mayor's Report- Mayor updated the council on the following items:

• Thanked Chamber and Main Street for successful First Friday
• Band shelter waiting on its roof
• Storm water sewer grant sent to OCRA
• Community Crossing Grant application submitted to INDOT
• Reviewing a new permitting system for the City of Greencastle
• YMCA Board of Directors meeting will be on October 25, 2018. New
YMCA in Greencastle will be discussed
b. Clerk-Treasurer's Report- State Board of Accounts had our exit
conference on September 5, 2018. Cannot discuss findings until after the
report is issued.
c. Councilors' Report- Adam Cohen stated the Exit Conference went well
and nothing really to report on. Adam would also like to see the City be
proactive on the scooter issues before we are faced with them in our
downtown. He also commented that Dr. McCoy was meeting with folks at
the state level about hate crimes. Stacie Langdon informed everyone
about the store front decorating. Steve Fields reported on the Greencastle
High School soccer sectionals. Mark Hammer reminded everyone about
reporting burnt out streetlights to city hall. Gary Lemon comment on how
great the October First Friday was. He also wanted to know about the
reserved parking spaces in the Jackson Street parking lot.
VII. Approval of Minutes
a. Regular Session- September 13, 2018- Motion by Tyler Wade to approve
the September 13, 2018 minutes as presented second by Steve Fields,
7-0, motion carried
b. Special Session- September 25, 2018- Motion by Tyler Wade to approve
the September 25, 2018 minutes as presented second by Mark Hammer,
7-0, motion carried
VIII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Dave
Murray, 7-0, motion carried.
IX. Old Business
a. Ordinance 2018-3(Second Reading) An Ordinance for Appropriations
and Tax Rates.- Motion by Dave Murray to approve Ordinance 2018-3 on
second reading, second by Adam Cohen, 7-0, motion carried.
b. Ordinance 2018-4 (Second Reading) An Ordinance Establishing the
Size of the Departments of the City Government of the City of
Greencastle, Indiana, Fixing Salaries for the Employees of Such
Departments and Fixing the Salaries of Certain Other Appointed
Officials for the Year 2019.- Motion by Tyler Wade to approve Ordinance
2018-4 on second reading, second by Gary Lemon, 6-1, motion carried.
Steve Fields voted Nay
c. Ordinance 2018-5- (Second Reading) An Ordinance Fixing the Salaries
of the Elected Officers of the City of Greencastle for the Year 2019.-
Motion by Adam Cohen to accept the salaries presented in Ordinance
2018-5 as presented with the revision to the common council salary of
$4,878.00, second by Gary Lemon, 5-2, motion carried. Nay votes by
Mark Hammer and Dave Murray
X. New Business
a. Resolution 2018-16- A Resolution Reaffirming Resolution 2018-15 and
Declaring an Economic Revitalization Area and Recommended Tax
Deduction (Heartland Automotive, LLC- New Equipment). Motion by
Mark Hammer to approve Resolution 2018-16 as presented, second by
Gary Lemon, 7-0, motion carried.
b. Resolution 2018-17-A Resolution Establishing the Benefits for the
Employees — Motion by Mark Hammer to approve Resolution 2018-17 as
presented, second by Gary Lemon, 6-0, motion carried.
c. Resolution 2018-18- A Resolution Authorizing Reductions in the
Appropriations in the 2018 City of Greencastle Budget- Motion by Tyler
Wade to approve Resolution 2018-18 as presented, second by Adam
Cohen, 7-0, motion carried.
Xl. Adjournment
Motion by Gary Lemon to dismiss at 8:37 PM, second by Mark Hammer,
7-0, Motion carried.
