Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, and Dave Murray. Absent were Mark Hammer and Gary Lemon. III. Public Petitions and Comments: None IV. Special Requests: A. Noise Ordinance Waiver Request- DePauw University-PHI Kappa PSI- Steve Ray- Motion by Adam Cohen to approve the noise ordinance wavier request with the a modification of the time to 1:30 a.m. and with the stipulation if any complaints it is shut down, second by Tyler Wade, 5-0, motion carried. V. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department — John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department— Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick Park Director Rod Weinschenk handed out to council some suggestions for Aquatics Center and concession improvements. Discussion was held but no action or decisions made. VI. Reports a. Mayor's Report- Mayor updated the council on the following items: • Congratulation to Emma Wilson on state title in Cross County • Police have inventoried burned out street lights and Duke has been notified. • November 24 is Small Business Saturday • YMCA- Good constructive meeting with YMCA about the Community Center. They will be getting back to us was a decision in the near future • We will not be receiving any Community Crossing Grant dollars in 2019. b. Clerk-Treasurer's Report- State Board of Accounts have released our audit report and we did not have any major findings. c. Councilors' Report- Council members wanted to thank the DPW on leaf pick-up. VII. Approval of Minutes a. Regular Session- October 11, 2018- Motion by Steve Fields to approve the October 11, 2018 minutes as presented second by Tyler Wade, 5 -0, motion carried VIII. Approval of City Claims a. Motion by Dave Murray to approve claims as presented, second by Stacie Langdon, 5-0, motion carried. IX. Old Business- None X. New Business a. Employee Handbook Revision- No formal action taken b. Council Appointment — Sustainability Committee 1. John Garner- May 31, 2018 2. Bob West- May 31, 2017 Motion by Adam Cohen to appoint John Garner and Bob West to the Sustainability Committee, second by Stacie Langdon, 5-0, motion carried Xl.
