Re: Proposed Rate Changes
Dear Ms. Bowser,
Please consider the following as my application to intervene in the matter related to the
Public Notice published in the St. Louis Post Dispatch on Tuesday, May 24, 2011, on page
A-9. In compliance with the directions provided by Ms. Lisa O. Stump, Counsel for the
Rate Commission, I hereby submit the following:

2. A. President of the Ladue Crest Neighborhood Association.
B. Past Member & Chairman of the Missouri Water Pollution
Board & the Missouri Clean Water Commission.
C. Adjunct Professor of Graduate Studies in Real Estate
Investment, Finance & Marketing, St. Louis & Webster
Universities.
3. Prepared Testimony will be submitted by the Intervener.
4. Intervener agrees to respond to any reasonable discovery submitted in connection with
the Testimony specified in paragraph #3 above.
Be further advised that copies of this document have been sent to Ms. Susan Myer & Mr.
Bill Stannard as directed by Ms. Lisa O. Stump. Please send to me, free of charge, a copy of
the Operational Rules & Procedural Schedule containing information regarding the review
process & procedures adopted by the Rate Commission.
In addition, I would appreciate your making available to me the following information as it
relates to the proposed changes in wastewater, stormwater & tax rates:
1. The specific nature of the proposed improvements
necessitating the proposed rate changes.
2. The justification for the proposed improvements.
3. The total estimated hard & soft costs related to the
implementation of the proposed Improvements.
4. The various alternatives available to the District for financing
the proposed improvements.
