Dear Mr. Coffman:
We represent the Rate Commission of the Metropolitan St. Louis Sewer District. We understand that you filed separate
Applications to Intervene in the Wastewater Rate Change Proceedings for two clients on July 15, 2011: the AARP and
the Consumers Council of Missouri ("CCM"). As you are aware, under the Procedural Schedule of the Rate
Commission, the Applications to Intervene were to be filed no later than May 31, 2011. Since the Applications of your
clients were filed on July 15, 2011, after the deadline, the Rate Commission is under no obligation to accept them.
We are recommending to the Rate Commission that it consider the Applications to Intervene under Procedural Matters
at the beginning of the Technical Conference on August 8, 2011. We understand that your Applications state the
intentions of your clients with respect to any role in the proceedings. You can be present at the Technical Conference
on August 8, 2011 to address any questions of the Rate Commission before it makes its decision, should you so desire.
The Technical Conference begins at 9 am. Should the Rate Commission deny the requests, the two groups would still
be free to participate in the public hearing process.
In the meantime, all documents filed in the proceeding are on the District's website. Should you have any issues with
accessing documents please contact Janet Fenton at MSD offices, at 314-768-6228. Please direct any other questions
relating to the proceedings to me.
