Regular Meeting
Minutes
December 13, 2018 7:00 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon and Dave
Murray.
III. Public Petitions and Comments: None
IV. Special Requests:
A. Street Closure Request- Wicked Stange of Indiana — Jeff Young-
Motion by Adam Cohen to approve the Street Closure Request at
presented, second by Steve Fields, 7-0, motion carried.
B. Police Recognition: Special recognition was given to Captain Charles
Inman, Officer Zach Rhine and Officer Elsiana Cosby for performing life
saving actions.
V. Department Reports:
a. Cemetery— Ernie Phillips
b. Engineer—
c. Fire Department— John Burgess
d. Park and Recreation — Rod Weinschenk
e. Planner— Scott Zimmerman
f. Police Department—Tom Sutherlin
g. Department of Public Works — Brad Phillips
h. Water & Wastewater Department— Oscar King, Jr.
i. City Attorney - Laurie Robertson Hardwick
VI. Reports
a. Mayor's Report- Mayor updated the council on the following items:
• Thanked GFD and volunteers for putting up Christmas decorations
downtown
• Work One will be assisting displaced Dixie Chopper employees
• November 24 is Small Business Saturday
• YMCA- Continuing discussions with YMCA.
• Will be signing wayfinding contract soon.
• Have issued a notice to proceed on the Indianapolis Road project
• Appointed Russell Harvey to Community Foundation Board and
Gail Smith and Michelle Faison to PC Visitor's Bureau.
b. Clerk-Treasurer's Report- Budgets approved by DLGF and will be
receiving 1782 anytime.
c. Councilors' Report- Steve Fields would like to see some improvements
on Gardenside, Gary Lemon reminded everyone of the school board
meeting on Monday at 7:00 pm at Central Office, Dave Murray was
wondering the status of the railing on Franklin Street.
VII. Approval of Minutes
a. Regular Session- November 8, 2018- Motion by Tyler Wade to approve
the November 8, 2018 minutes as presented second by Steve Fields, 7-0,
motion carried.
b. Special Session- December 6, 2018- Motion by Tyler Wade to approve the
November 8, 2018 minutes as presented second by Mark Hammer, 4-0,
motion carried. Adam Cohen, Stacie Langdon and Dave Murray abstained
because they were not in attendance at that meeting.
VIII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Dave
Murray, 7-0, motion carried.
IX. Old Business- None
X. New Business
a. Resolution 2018-19- Local Resolution Approving the Plan Storm water
Planning Study-Planning Grant- Motion by Steve Fields to approve
Resolution 2018-19 as presented, second by Adam Cohen, 7-0, motion
carried.
b. Resolution 2018-20- A Resolution Authorizing Transfer of
Appropriations in the 2018 Budget for the City of Greencastle- Motion
by Gary Lemon to approve Resolution 2018-20 as presented, second by
Stacie Langdon, 7-0, motion carried.
c. Ordinance 2018-6- An Ordinance Replacing Ordinance 2009-1, As
Amended, Establishing an Employee Handbook for Employees of the
City of Greencastle (First Reading). Motion by Dave Murray to approve
Ordinance 2018-6 on first reading, second by Adam Cohen, 7-0, motion
carried.
Common Council decided to have a special session on December 27,
2018 at 5:30 pm to discuss and vote on Ordinance 2018-6.
Xl. Adjournment
Motion by Tyler Wade to dismiss at 8:55PM, second by Mark Hammer,
7-0, Motion carried.
