Dear Senator Blunt:
The Metropolitan St. Louis Sewer District is continuing to upgrade the metropolitan
area's wastewater system to provide the best possible service to our customers. We
greatly appreciate your support for I SD an we look orward-to working with you m the
corning year in support of the District's enhancement efforts.
We are seeking your support for one project in the Water Resources Development Act
reauthorization. Specifically, we are seeking an increase to $50 million from the current
level of $35 million for our work to alleviate combined sewer overflows in the City and
adjacent North and Central County areas. As you may know, St. Louis has one of the
oldest and largest sewer systems in the country — with some sewers dating back to the
Lincoln Administration. We have been working with the Corps for years to modernize
the system and eliminate combined sewer issues where possible. The funding we are
seeking in this authorization will allow us to continue that work and move closer to our
goal of ensuring safe quality water and sewer service for the metropolitan area.

Brent - we want to use the WRDA bill to increase the current authorization level of the St. Louis
Combined Sewer Overflows project from its current level of $35,000,000, to $50,000,000. The 2007
WRDA raised the project cap from $15,000,000 to $35,000,000 — see attached.
Approximately $23 M in projects has been built out of the $35 M authorization, leaving $12 M
available. However, we have currently identified $42 M in additional construction for the St. Louis
CSO authorization, leaving a gap of about $30 M in needed funding. Asking for half that gap to be
closed in this WRDA seems reasonable, but if you have different thoughts, lets discuss.
The future efforts to be included in the CSO authorization are as follows:
Old Mill Creek 14th to 2nd - $10 M
Harlem — Baden Relief Phase IV (Hebert) - $32 M
Chouteau Lake Pilot - $500,000
Due to the fact that this existing authorization is so broad in its scope, we do not have a need to ask for
a "new" project authorization at this time.

SEC. 5097. MISSISSIPPI.
Section 592(g) of the Water Resources Development Act of
1999 (113 Stat. 380; 117 Stat. 1837) is amended by striking
"$100,000,000" and inserting "$110,000,000".
SEC. 5098. HARRISON, HANCOCK, AND JACKSON COUNTIES, MIS-
SISSIPPI.
In carrying out projects for the protection, restoration, and
creation of aquatic and ecologically related habitats located in Har-
rison, Hancock, and Jackson Counties, Mississippi, under section
204 of the Water Resources Development Act of 1992 (33 U.S.C.
2326), the Secretary shall accept any portion of the non -Federal
share of the cost of the projects in the form of in -kind services
and materials.
SEC. 5099. MISSISSIPPI RIVER, MISSOURI AND ILLINOIS.
As a part of the operation and maintenance of the project
for the Mississippi River (Regulating Works), between the Ohio
and Missouri Rivers, Missouri and Illinois, authorized by the first
section of an Act entitled "Making appropriations for the construc-
tion, repair, and preservation of certain public works on rivers
and harbors, and for other purposes", approved June 25, 1910
(36 Stat. 630), the Secretary may carry out activities necessary
to restore and protect fish and wildlife habitat in the middle Mis-
sissippi River system. Such activities may include modification of
navigation training structures, modification and creation of side
channels, modification and creation of islands, and studies and
analysis necessary to apply adaptive management principles in
design of future work.
SEC. 5100. ST. LOUIS, MISSOURI.
Section 219(f)(32) of the Water Resources Development Act
of 1992 (113 Stat. 337) is amended —
(1) by striking "a project" and inserting "projects";
(2) by striking "$15,000,000" and inserting "$35,000,000";
and
(3) by inserting "and St. Louis County" before ", Missouri".
SEC. 5101. ST. LOUIS REGIONAL GREENWAYS, ST. LOUIS, MISSOURI.
(a) IN GENERAL. —The Secretary may participate in the eco-
system restoration, recreation, and flood damage reduction compo-
nents of the St. Louis Regional Greenways Proposal of the Metro-
politan Park and Recreation District, St. Louis, Missouri, dated
March 31, 2004.
(b) COORDINATION. —In carrying out this section, the Secretary
shall coordinate with appropriate representatives in the vicinity
of St. Louis, Missouri, including the Metropolitan Park and Recre-
ation District, the city of St. Louis, St. Louis County, and St.
Charles County.
(c) AUTHORIZATION OF APPROPRIATIONS. —There is authorized
to be appropriated $10,000,000 to carry out this section.

Our federal lobbyist is seeking input on what projects we would like to request in the next WRDA bill
(the Water Resources and Development Act is the federal legislation that authorized the Corps to
study/design/construct projects, but the actual appropriations are handled via separate legislation).
As the Corps has a "hold" on starting new projects currently, and as we have already identified existing
authorizations for our projects with the Corps in the foreseeable future (Old Mill Creek, Hebert,
Floodwall Pump Stations, Chouteau Lake Pilot), there may not be a need to ask for a "new" project
with the Corps. However, we could use the WRDA bill to increase the current authorization level of
the St. Louis Combined Sewer Overflows project from its current level of $35,000,000, to perhaps
$50,000,000. The 2007 WRDA raised the project cap from $15,000,000 to $35,000,000 — see attached.
Please consider and advise how we would like to proceed.

authorization, leaving $12 M available for future projects (this authorization amount represents the total
cost of a project, and includes both the 75% federal share and 25% local share).

Just so you know in general where we are and where we plan to go with WRDA and others. Forgive me if some of
the terminology is general -
1. Mill Creek Sewer- Once all planned rehabilitation work has been funded, we will have + $13 million in
undesignated WRDA authorization. We plan on forwarding to Brent Franzel the Hebert/Mars and Western
Mill Creek projects ($40-$50 million) as justification for an increase in authorization levels. In both of these
cases, the Corps will have to complete internal study work to justify any actual appropriations. For
Hebert/Mars we are aiming for FY 2014 for construction dollars. For Western Mill, this would start setting
us up to participate in any Chouteau Lake initiative.
2. Floodwall Pump Station- Authorization of ±$30 million is available under a separate Section 5070 WRDA
authorization for this work. COE is determining what study work needs to be completed to make eligible for
appropriations. MSD is budgeting monies in FY 2012 for our share of this study.
3. Misc. EPA Grants- While Brent is not asking for these for now, we have a good list of future projects
(disinfection, wet weather storage tanks) that are ideal in scope and size to accommodate one time $1-2
million grants. We will provide this information when requested.
4. Misc. COE studies- COE really presses us to use their 50% funded PAS (Planning Assistance to States)
program. It keeps local staff busy. We are checking to see if it would make any financial sense to propose
any Cityshed or County erosion areas for this program.

The Senate Environment & Public Works Committee has asked senators to submit requests for inclusion in the
reauthorization of the Water Resources Development Act which authorizes Corps projects. There is ZERO
chance of a bill being approved this year, but I think we ought to get our projects on the record anyway so that
they are in the committee files for the future — especially since Sen. Bond won't be around next year. To that
end, we need to submit the attached form to Bond by this Friday (May 7) with any project requests. It's pretty
straight forward. Do you have a list of projects that we want to request? Is there a good time to discuss this this
week? We are probably good for 3-5 projects. Thanks.

Here I was hoping you had the old form. I did find this summary, from our previous request, which
may be of some help.
ST. LOUIS, COMBINED SEWER OVERFLOWS PROJECT
Legislation: Public Law 106-53, WRDA 1999, Section 502 (b)(f)(32) amended WRDA 1992 [Public
Law 102-580, Section 219 (f)(32)] by adding construction assistance to the previously authorized
technical, planning and design assistance, and authorized $15,000,000 for a project to eliminate or
control combined sewer overflows (CSO) in the City of St. Louis, Missouri.
Implementation: $3.7 Billion in wastewater infrastructure needs have been identified in the MSD service
area. The combined sewer area in St. Louis includes the area of St. Louis City as well as portions of
near central and north St. Louis County.
Need: $15,000,000 in additional authorization in the 2005 Water Resources Development Act (WRDA)
for the St. Louis, Combined Sewer Overflows project, and a redefinition of the project area to include
St. Louis City and St. Louis County. Substantial sewer improvements are still required, such as:
rehabilitation needs for a large percentage of major sewer lines within the City; modification of CSO

control structures; and possible combined sewer separation or construction of new combined sewers.
Additional authorization will lead to the next phase in the improvement of these vital infrastructure
facilities. These improvements will improve water quality by reducing combined sewer overflows, and
increasing flow capacity of sewers.
Language: Strike Paragraph (f)(32) and insert the following
(32) St. Louis, Missouri - $30,000,000 for a project or projects to eliminate or control combined
sewer overflows in the city of St. Louis, Missouri and St. Louis County, Missouri.

Also, I believe our only request this year will be an increase in the St. Louis CSO Reduction program's
authorization amount, from $35 M to $50 M. We have two potential projects to add to this program, that are
probably $40 M worth of construction alone. So, can we recycle the form we used previously to get
authorization amount increased from $20 M to $30 M, and save some effort?

The Senate Environment & Public Works Committee has asked senators to submit requests for inclusion in the
reauthorization of the Water Resources Development Act which authorizes Corps projects. There is ZERO
chance of a bill being approved this year, but I think we ought to get our projects on the record anyway so that
they are in the committee files for the future — especially since Sen. Bond won't be around next year. To that
end, we need to submit the attached form to Bond by this Friday (May 7) with any project requests. It's pretty
straight forward. Do you have a list of projects that we want to request? Is there a good time to discuss this this
week? We are probably good for 3-5 projects. Thanks.

Thank you for your continued support of the St. Louis Metropolitan Sewer District (MSD). MSD is
continuing its efforts to upgrade the metropolitan area's wastewater system and provide the best possible
service to our customers. We greatly appreciate your strong support for MSD in past years and look

Recent analysis of the St. Louis floodwall pump stations has determined that approximately $22M in
reconstruction is needed at the various pump stations along the floodwall protecting St. Louis. The
original system construction dates to the 1960s and 1970s, and system components have deteriorated due
to age.
In our effort to continue this important project, we are seeking your support for an increased authorization
of $22M specific for this project in the new Water Resources Development Act that Congress will be
working on next year. Section 5070 of the Water Resources Development Act of 2007, currently
authorizes a shared $50M for 10 various project locations throughout Missouri and Illinois, of which St.
Louis is one, but the needs of our aging infrastructure are much greater.

A major focus for the district continues to be our program to address combined sewer overflows (CSO) in
the City and adjacent areas of the County. For FY 2011, we are seeking your funding support for one
project. The Hebert Stormwater Detention Basin and Sewer Separation project is intended to control
problems that have plagued areas of Wellston and Hillsdale due to the inadequate capacity of the existing,
aged combined sewers, including basement backups, overflowing manholes and street flooding. The
project will involve approximately 15,000 feet of new 8" to 66" diameter sanitary sewers and 25,000 feet
of new 12" to 96" diameter storm sewers. The project is expected to cost approximately $28M.
Planning on this project is currently underway. We are moving forward with design and property
acquisition. The requested funding will help pay for the initial construction phase of the project. When
completed, the project will help to alleviate many of the problems caused by sewer overflows.

project. The River Des Peres Foulwater Interceptor Rehabilitation Project is a key part of MSD's CSO
effort. This project will repair and upgrade a system of tubes that carry wastewater through the River Des
Peres to the Lemay Wastewater Treatment Plant. The upstream end of these pipes is located
approximately 5 miles upstream in the River Des Peres near the river's confluence with Deer Creek. The
pipes have sustained damage and excessive wear as a result of surges that have caused structural damage
to manhole lids and frames on some of the junction chambers. Portions of the sewers are in need of
rehabilitation due to the erosion of the sewer walls, which is exposing reinforcing steel.
Engineering on this project is currently underway. The requested funding will help pay for the
construction phase of the project. When completed, the project will result in rehabilitation of
approximately 2.25 miles of the interceptor with a reduction in the amount of extraneous flows entering
the sewer. This will result in a reduction in the quantity of the pollutants being discharged into the
environment as a result of sewer overflows, a reduction in energy use, and a reduction in treatment costs.
