HomeMy Public PortalAbout17 - 2018 - ELECTED OFFICIAL AND EMPLOYEE BENEFITS • RESOLUTION 2018-17 A RESOLUTION OUTLINING CITY OF GREENCASTLE ELECTED OFFICIAL AND EMPLOYEE BENEFITS WHEREAS, the City of Greencastle believes that its employees are its greatest asset, and provides a complete compensation plan which includes not only salaries, but a range of benefits; WHEREAS, a list of those benefits available to elected officials and employees is listed below, along with a brief description of the benefit and eligibility requirements; and, WHEREAS, additional details about all benefits may be obtained by contacting the Clerk- Treasurer's Office. NOW, THEREFORE, be it RESOLVED by the Greencastle City Council that the City of Greencastle offers the following benefits to its elected officials and employees. Health Insurance • Insurance offered to full-time employees. • Insurance is effective on the first day of employment • Insurance terminates the last day of employment • 90% of premium paid by City of Greencastle • 10%of premium paid by Employee through payroll deduction Health Saving Account • City of Greencastle contributes a maximum of$636.00 per year to all full-time City employees who are enrolled in the City of Greencastle Health Insurance plan. • Contributions are made through two semi-annual payments of$318.00, payable in January and July. • Health Savings Accounts are managed through Teacher's Credit Union or First Financial Bank Life Insurance • The City of Greencastle provides a Basic Life and AD&D Policy for all Full-time employees • The City of Greencastle pays 100% of the Life Insurance premium • Life Insurance is effective on the first day of employment • Life Insurance terminates on the last day of employment • Life Insurance is $25,000.00, but is reduced pursuant to the age reduction schedule below: o 35% at age 65 ($16,250.00 pay-out) o 50% at age 70 ($12,500.00 pay-out) o 65% at age 75 ($8,750.00 pay-out) Short-Term/Long-Term Disability • Short-Term Disability o The City of Greencastle provides a Short-Term Disability Plan for all full-time employees o The City of Greencastle pays 100%of the Short-Term Disability premium r o Short-Term Disability is effective on the first day of employment o Short-Term Disability is terminated on the last day of employment o Cash Benefit: • 66.67%of employee's weekly salary(up to $1,000)when the employee is out of work for up to nine (9)weeks due to injury, illness, surgery or recovery from childbirth o Sickness/Accident Elimination Period: • Employee must be out of work for 30 days due to an illness before they can collect disability benefits. Employee can begin collecting benefits on day 31 o Benefit Integration: • Short-Term Disability benefits can coordinate with income from other sources, such as continued income or sick pay from your employer, during your disability. Thus allowing the employee to receive up to 100% of the pre-disability income • Long-Term Disability o The City of Greencastle Provides a Long-Term Disability Plan for all full-time employees o The City of Greencastle pays 100% of the Long-Term Disability premium o Long-Term Disability is effective on the first day of employment o Long-Term Disability is terminated on the last day of employment o Cash Benefit: • 66.67%of the employee's monthly salary(up to $4,500) starting 90 days after the employee is out of work and continuing up to age 65 or Social Security Normal Retirement Age. • Employee Connect Services (Employee Assistance Program) o Services which give the employee and family confidential access to counselors as well as limited personal, legal and financial assistance • Strictly Confidential • No charge to the employee • Available to the employee and dependents 24/7 • Unlimited phone access: • Legal Services • Financial Services • Work-life Services • In-person help with short-term issues • Up to four(4) sessions per person,per issue, per year • ComPsych • Family • Parenting • Addictions • Emotional • Legal • Financial • Relationships • Stress Leave Policies The City offers the following leave to its full-time employees. Specific leave provisions are set out in the City of Greencastle Employee Manual and include: • Vacation • Sick • Personal • Bereavement • Family and Medical Leave Act • Military • Jury Duty/Witness(full—time and part-time employees) • Sick Bank • Holiday Indiana Public Retirement System (INPRS) Full-time eligible employees are covered by the INPRS. The benefits,costs and administration are determined by the INPRS. Current contributions are as follows: Civil Employees: City contribution 11.2% of salary Employee/Elected Official Contribution 3%of salary 77 Fund Employees: City contribution 17.5% of a 1"Officer's certified salary (Police and Fire) Employee Contribution 6%of a 1"Officer's certified salary Be It Further Resolved, that the above benefits may change from time-to-time based upon availability, cost, and changes to carrier contracts, and state and federal laws, rules and policies. Absent: Gary Lemon, Stacie Langdon, and Dave Murray. II. New Business A. Ordinance 2018-6- An Ordinance Replacing Ordinance 2009-1, As Amended, Establishing an Employee Handbook for Employees of the City of Greencastle (Second Reading). Motion by Steve Fields to approve Ordinance 2018-6 on second reading, second by Mark Hammer, 4-0, motion carried. Ill.
