Absent, James Motion by Lindaman second by Van Hauen to approve the minutes of the August Meeting. All ayes, carried. Motion by Van Heiden second by Lindaman to approve the Treasurer’s Report for August. All ayes, carried. Motion by Lindaman second by Van Heiden to approve the following bills for payment. Karen Mennenga presented the Wellsburg Public Library report. Motion by Van Hauen second by Lindaman to purchase a new receiver for the line locator. Cost to be $2354.00. All ayes, carried. Meg Harms and Sara Winkowitsch presented the Swimming Pool report. Motion by Van Heiden second by Lindaman to have City employees seal the block on the swimming pool. All ayes, carried. Dan Blythe presented new information on garbage hauling rates. The new rate will be $6.48 per household per month. Dan also proposed taking over the City curbside recycling program at $4.00 per household per month. Motion by Lindaman second by Van Heiden to approve new contract amounts. All ayes, carried. At 8:55 p.m. the Mayor Pro Tem declared that this was the time and place for Public Hearing on the Wellsburg Housing Urban Renewal Area. The City council investigated and found that notice of the intention of the City Council to conduct a public hearing had been published according to law and that the Council would receive oral and written objections from any resident or property owner of the City. Being there were no written or oral objections the Mayor Pro Tem announce the hearing closed at 9:00 p.m. Motion by Van Hauen second by Van Heiden to approve Resolution 09-2007-1 a resolution to declare necessity and establish an urban renewal area, pursuant to Section 403.4 of the Code of Iowa and approve urban renewal plan and project for the Wellsburg Housing Urban Renewal Area. Roll call of votes. All ayes, carried. Council Member Lindaman introduced and seconded by Van Hauen Ordinance 09-2007-1 an ordinance providing for the Division of Taxes Levied on Taxable Property in the Wellsburg Housing Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa. It was moved by Lindaman and seconded by Van Hauen that the aforementioned ordinance be adopted. Roll call of votes. All ayes, carried. Whereupon of the Mayor Pro Tem declared the motion duly carried and declared that said ordinance had been given its initial passage. Motion by Van Heiden second Van Hauen that the statutory rule requiring said ordinance to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended. Roll call of votes. All ayes, carried. Motion by Van Heiden second Van Hauen that Ordinance 099-2007-1, now be put upon its final passage and adoptions. Roll call of votes. All ayes, carried. Van Heiden introduced second by Van Hauen Resolution 09-2007-2 a resolution setting date for hearing on entering into a loan agreement. Said public hearing will be held September 20, 2007 at 7:00 p.m. Roll call of votes. All ayes, carried. Motion by Lindaman second by Van Hauen to approve Ordinance 09-2007-2 an ordinance prohibiting the shooting of bow and arrows and paint ball guns in the City Limits. Roll call of votes. All ayes, carried. Motion by Van Heiden second by Van Hauen to waive the second and third reading of Ordinance 09-2007-2 and pass upon first reading. Roll call of votes. All ayes, carried. Motion by Van Hauen second by Lindaman to approve Resolution 09-2007-3 a resolution accepting the FY 2007 Road Use Tax Report. Roll call of votes. All ayes, carried. Motion by Van Heiden second by Van Hauen to approve a building permit for Troy Groninga. All ayes, carried. Motion by Van Heiden second by Lindaman to approve beer permit for Casey’s General Store.
