ROLL CALL Vice-President Duffy called the meeting to order at 7 :43 P.M. Members Present: Katherine Duffy, Barbara Green, Nonette Hanko and Daniel Wendin. Member Absent: William Peters (arrived during Executive Session) . Personnel Present: Herbert Grench, Stanley Norton, John Melton, Anne Crosley, Carroll Harrington and Norma Kelly. Audience of three persons. APPROVAL OF MINUTES K. Duffy asked that corrections be made on page three of the minutes of September 11, 1974 : "Mr. Ed Greeley" should be changed to "Mr. Zett Greely" . Mr. John Weir' s address should be changed from "Arbuelo" to "Arroyo de Arguello" , and the name of the associa- tion he represents should be "The Greater Arguello Homeowners Association" . Motion: N. Hanko moved that the minutes of September 11, 1974, as amended, be accepted by the Board. D. Wendin seconded the motion. The motion passed unanimously. ADOPTION OF AGENDA N. Hanko asked that the letter received by the Board from the County of Santa Clara regarding the 1975 Census be con- sidered under Written Communications . K. Duffy stated the consensus that this was acceptable to the Board. APPROVAL OF MINUTES Motion: D. Wendin moved that the minutes of September 25, 1974 , as presented, be accepted by the Board. K. Duffy seconded the motion. The motion passed unan- imously. Meeting 74-20 Page two IV. NEW BUSINESS REQUIRING ACTION 1. Resolution Amending Policy for the Duplication and Dis- semination of Agendas, Supporting Materials, and Other Records of the District H. Grench introduced his memorandum (M-74-131) dated September 20, 1974, referring to an attached resolution (Resolution No. 74-22) that was prepared in accordance with the instructions of the Board at its September 11, 1974 meeting. The resolu- tion would amend the Policy for the Duplication and Dissemina- tion of Agendas, Supporting Materials , and Other Records of the District to provide for the distribution of informational meeting packets to candidates who have filed for Directors ' seats, free of charge, prior to election. Motion: N. Hanko moved adoption of Resolution No. 74-22 , a Resolution Amending Policy for the Duplication and Dissemination of Agendas, Supporting Materials , and Other Records of the District. B. Green seconded the motion. The motion passed unanimously. V. WRITTEN COMMUNICATIONS N. Hanko referred the Board to a memorandum (M-74-130) dated September 19, 1974 from H. Grench, General Manager, regarding a letter received by the District from the County of Santa Clara regarding the 1975 census. She stated that every two years the District must use the latest available census fig- ures to determine its ward boundaries, and she asked S. Norton, legal counsel for the District, for a legal opinion on the District' s situation in the event a city within the County refused to take part in the census. S. Norton replied that the District could not take any legal action to compel any city to participate in a County census . Any effect on the District of such a failure to participate would probably be minimal, he said. In answer to a question from D. Wendin, he stated that the District is required to redistrict if necessary after a ten-year census. VI . CLAIMS Motion: D. Wendin moved acceptance of the revised claims (C-74-20) dated September 25, 1974 (copy attached) , as presented. B. Green seconded the motion. The motion passed unanimously. B. Green expressed her appreciation to Leslie Salt Company for the tour they had held on Tuesday, September 24 , saying that she found it a highly interesting tour. Other Board members who also attended the tour concurred. Meeting 74-20 Page three VII. EXECUTIVE SESSION The Board recessed to Executive Session at 7 : 55 P.M. to dis- cuss land negotiations and a personnel matter. VIII . ADJOURNMENT The Board reconvened to adjourn at 10:10 P.M.
