Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time.
The following guests were present: Councilman Carlos Graham, Vicki Schildmeyer, Lucia Kincheloe,
and Madeleine Leroux with News Tribune.

Introductions were made at this time.
2. Approval of the February 19, 2015 Committee meeting minutes
Councilman Costales moved and Councilwoman Ward seconded to approve the February 19,
2015 minutes, motion carried.
3. Old Business
1. Union Pacific Railroad Crossing Replacement Update (David Bange)
Mr. Bange explained MoDOT has completed an inspection of all the crossings along the rail
corridor and has indicated that the railroad is responsible for making repairs or replacements.
2. Ohio Street and Edgewood Drive BEAP Studies (David Bange)
Mr. Bange explained the reports and associated costs of replacing the bridges.
3. Request for Suspension of Rules for Stadium, Monroe, Christy Construction Project
(David Bange)
Mr. Bange explained staff is requesting suspension of the rules to allow the project to be
completed prior to the summer break when work will shift to Stadium Boulevard.

Councilwoman Ward moved and Councilman Costales seconded to recommend approval of
the suspension of the rules for the project to the City Council, motion carried.
4. 2015 Milling and Overlay List (Britt Smith)
Mr. Smith explained the street resurfacing plan for the coming year, as well as a working plan
for streets to be considered in the future years of FY2016 and FY2017.
There was discussion among Committee members and staff regarding the streets on the list,
trash trucks damage, rising costs of materials and labor and additional streets needing resurfacing.
Committee members requested adding Roland Court to the list in the current fiscal year.

5. Cultural Arts Foundation Lease of City Property for the Fountain of Hope at (200
Commercial Way/High Street Walk-Through between 227 and 231 E High Street) (Janice
McMillan)
Ms. McMillan referred Committee members to Lucia Kincheloe regarding the project.
There was discussion among Committee members, Mr. Kincheloe and staff regarding who
would pay for utilities for the fountain and the maintenance of the fountain. Committee members
requested Ms. Kincheloe work with City staff on an agreement for the project.
Councilman Prather moved and Councilwoman Ward seconded for support of the project,
motion carried.
4. Other Topics
1. Planning & Protective Services Monthly Reports (Janice McMillan)
Ms. McMillan referred Committee members to the reports included in the packet.
2. Water Main Leak Report (Britt Smith)
Mr. Smith explained the street cut and right-of-way report.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
Chairman Scrivner introduced Ms. Schildmeyer regarding Transit.
Ms. Schild meyer explained upcoming "ride the bus" day and other events to encourage
citizens to utilize the bus services. Chairman Scrivner asked that Ms. Schildmeyer work with Mr.
Mehmert.

Don Ray Stormwater Project
Staff would like the Committee to support its recommendation for the construction of a concrete box
culvert over the other two options that were bid as part of the Don Ray Stormwater project.
This project was bid with three possible culvert types, a concrete pipe, a concrete box culvert , and a
coated steel pipe. Th is method of b idding was undertaken to ensure competition among the different
material suppliers with the intention of reducing the cost of each of the three options. A review of the
bids received reviled that Kauffman Enterprises was the low bidder for each of the three options. The
lowest of the th ree options was the coated steel pipe at a cost of $135,705.40. The highest was the
concrete pipe at $150,508.40, and the concrete box culvert came in at $149,106.40.
Given the longevity of a box culvert wh ic h leads to a lower life cycle cost, and the ease of entry into a
box culvert if some type of maintenance to the stream bed or structure is needed , the box culvert will
provide a better value given the cost difference between it and the lowest cost option is only $13,401 . It
is for these reasons that Staff is recommend ing the box culvert option .

Consent Agreement with the Environmental Protection Agency regarding the C ity 's
MS4 Permit
Staff would like to i nform you that in the coming months we will be holding meetings with the
engineering and development communities to discuss the ramifications of the water quality standards
that have been set forth in the consent agreement with the Environmental Protections Agency. The
consent agreement requ ires t he C ity to adopt ordnances add ressi ng water quality standards by J uly 31 ,
2015.
It is anti cipated that achieving these water quality standards will be controversia l and will generate a
good deal of discussion. For the development comm unity it is thought that the potential increase to
development costs will be the primary concern . For the general public the issue may be a concern with
the esthetics of the water quali ty features , and or health and maintenance concerns.
The requirements of the consent agreement regarding water quali ty are contained the language
repeated here . "The MS4 permit requires the City to develop, implement, and enforce a program to
address the quality of long-term storm water runoff from new development and redevelopment projects
including a program to ensure that controls are in place to minimize water quality impacts, by
reasonably mimicking pre-construction runoff conditions ... to the maximum extent practicable ... " It
continues by saying , "The MS4 permit ... requires the City to develop an ordinance or other regulatory
mechanism to address post-construction runoff ... "
To meet these requ irements Staff is proposing that the Council adopt by ordinance a portion of the
MARC stormwater quality manual which at its core defines a quantity of rain which must be captured
onsite and treated in some fashion . The means by which the water can be treated are varied and are
commonly referred to as BMPs or best management practices. These vary widely fro m biological
treatments such as bio swales or extended detention t im es , to mechanical fi lters.
We have brought this to your attention because d iscussio ns of this topic w ill intensi fy in the coming
months which may produce a number of phon e calls from your co nstituents. We also wanted you to be
informed and prepa red for the legislation which w i ll be presented to the Council in July.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, SETTING THE RATES
FOR GROUND LEASE HANGERS.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1.

Chapter 34 (Transportation) Section 46 (Hangers) is amended as
See. 34-46. Hangars and buildings.
A. All hangars, buildings, and structures shall be built in conformity with the city building code for buildings
in commercial areas. Plans for proposed construction shall be submitted to the Director of Public Works
who shall secure the approval of the Director of for approval of such plans prior to any construction. All
hangars and buildings shall be of permanent type construction.
B. Any person desiring to erect a building on the airport will be permitted to do so under a contract or lease.

The per square foot fee thereafter shall increase at rate of 3% per year.
2. The city administrator may execute any ground lease which conforms with the above lease
amounts and is no longer than five (5) years with no more than five <5) five <5) year
renewals. In order to provide a level lease rate cost over a five year term. upon the
agreement of the parties. the yearly lease rate for all five years may be the average price of
the five year lease.
J. Lease rate and fees for services and buildings associated with the office. fuel, and
maintenance work of an FBO shall negotiate by separate lease/contract. Said lease shall be
negotiated with the Citv Administrator or designee and shall be aoproved by the City
Council and Mayor.

Public Works and Planning Committee:
The Airport Advisory Committee would like to thank the City Council for its vote of financial
support for aviation in central Missouri. A few years ago, the council voted to pledge $100,000
to back new passenger service at Columbia Regional Airport. As we understand, this subsidy
may no longer be needed for that purpose.
As you know, Jefferson City Memorial Airport provides vital economic services to mid Missouri
as well. Therefore, during our March meeting, the committee voted to recommend, when and
if it would become available, that this money be utilized to the benefit of the Jefferson City
airport. We believe the best use of that investment would be for capital improvements.
Accordingly we have enclosed a list of potential projects which could benefit from capital
investment.
We have also included for your information a brochure published by MoDOT outlining the
·results of the most recent economic impact study for our airport. The study found that our
region benefits from over $21 million due to the Jefferson City Memorial Airport. We thank you
in advance for your consideration.
