Adjournment .1 • A r City of Tiffin Planning and Zoning Commission Wednesday November 5, 2008 Tiffin Fire Department Meeting Room Chairperson of Planning and Zoning Commission Steve Berner called meeting to order at 6:30pm. Roll Call of members: Present Steve Berner, Shawna Colvin, Jim Schmidt, and Stephanie Surine. Absent Melvin Reeve: Also present: Mayor Royce Phillips, Council members Chris Ball, Jim Bartels, Mark Petersen, . and Residential Building Inspector Ed Johnson. Motion Jim Schmidt seconded by Stephanie Surine to approve Agenda. All actions passed with all ayes unless so otherwise indicated. Motion Shawna Colvin seconded by Stephanie Surine to approve minutes of Planning and- Zoning Commission meeting on September 3, 2008. Old Business: Chad Sands, Eastern Central Iowa Council of Governments presented outline to members on the plans for updating the Future Comprehensive Land Use Plan. Tiffin City Council-approved contract with ECICOG to begin process. Sands will attend next five or so Planning and Zoning meetings to complete the update for the Future Comprehensive Land Use Plan. Work already completed by the P&Z Commission on the future map will speed progress. New Business: Day Care Facilities in Residential Zoning discussed by members. Discussion covered pros and cons of commercial building in residential zoning. Mention made that Day Cares with six or more children must also follow state guidelines. Members reviewed Zoning Ordinance regarding process involved in approving,this special use exception. Members questioned procedure of issues being brought before the Board of Adjustments. Suggested by member to change wording that day care centers`be limited to Collector Streets to allow better traffic flows. Recommendation by.Jim Schmidt to change the Zoning Ordinance to change the power of the Board of Adjustments,,not seconded. Motion dies. Recommendation by Jim Schmidt seconded by Stephanie Surine to eliminate any mention of Day Care Facilities in R-1 E. Specifically page 22, R-1 E, section .05 subsection C. Erosin Control discussed by members. Complaints received from residents regarding possible erosion in new developments and erosion into holding ponds. Recommendation made by Steve Berner and seconded by Jim Schmidt to request City.Hall print information in the city newsletter directing residents to call City Hall if there are concerns on Erosion Control issues. City Hall will then contact Building Inspector and Public Works'to assess situation. They will be the officials, to contact Builder or Developer to resolve possible potential Erosion Control concerns, to avoid numerous calls to the Department of Natural Resources.'(DNR) Landscaping on New Building Sites discussed by members. Brought to the attention of City Council and Planning& Zoning Commission at prior City Council meeting that completed building sites were issued'Occupancy Permits by previous Building Inspector, when landscaping' was not completed in a timely manner. Suggested by P & Z Commission that Building Official have builder or owner sign off on temporary permits, understanding the condition of occupancy that landscaping must be completed within agreed amount of time. Occupancy Limits discussed by members and no recommendations made. City Council discussing setting limits on number of occupants in residents based on number of bedrooms. Rental Unit Inspections tabled due to complete copy of Ordinance 1999-227 An Ordinance Establishing a Rental Code For Properties Within The Corporate Limits of the City of Tiffin, Iowa, not received by Attorney. • Utility Permits discussed by members. Utility companies have been digging in city limits without permits'. Homeowners also have complained that they would like to be notified prior to projects being started on their properties. Motion Jim Schmidt seconded by Shawna Colvin recommendation to change wording in Design Standards section 6.01 from City Engineer to issue Utility Permits, to Building Official and"Public Works issue Utility Permits. Other new business involved discussion on Parking Issues within city limits, especially parking on sidewalks. Mayor Phillips and Steve Berner, having attended a meeting with the Iowa Department of Transportation on October 23, 2008, updated Commission on future IDOT plans for road improvements in the area. Conceptual drawings of 1-80 and 1-380 interchange handed out to members.`Members were also updated on the progress of the Hwy 6 Widening Project which will be bid at November 12, 2008 City Council meeting to be completed by August 2009, Ireland Avenue Extension Project which is in the stage of completing the Environmental Impact Study, finalizing the Design Plans and hopefully to started in 2010, the City is trying to get additional Federal Highway funds, and the South-end of the Roberts Ferry Rd Project which is in the conceptual design stage which is hoped to begin in 2011 or 2012.
