MEMORANDUM

RE: Formal Submission of Rate Change Proposal
The Metropolitan St. Louis Sewer District (MSD) respectively submits this Rate
Change Notice for a proposed change in its wastewater rates and stormwater taxes for
Rate Commission consideration according to Section 7.280.b of the MSD Charter, as
amended on June 5, 2012.
This formal submission consists of the "Rate Change Proposal" as prepared by the
firm Raftelis Financial Consultants, Inc. In addition to the formal Rate Change Proposal,
the District is submitting supporting documents as listed on the attached Exhibit index.
Per Section 7.280.b of the MSD Charter, the Rate Commission has 120 days from date
of receipt of these documents, in which to review the proposal. Consequently, the
District respectfully awaits a written report by June 26, 2015. A 45 day extension is
available to the Rate Commission to complete its review by August 10, 2015.
