AN ORDINANCE, making an appropriation of Fourteen Million Dollars
($14,000,000.00) from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Bissell Point WWTF Trickling Filter Media Replacement (12566) in the City of
St. Louis, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of
The Metropolitan St. Louis Sewer District to enter into Contract No. 21966 with Goodwin Brothers
Construction Co. for wastewater treatment plant construction.
WHEREAS, the bid for said wastewater treatment plant construction is Twenty-
Three Million Seven Hundred Forty-Seven Thousand Dollars ($23,747,000.00) and the allowance
for construction change orders and other project expenses is One Million Two Hundred Fifty-
Three Thousand Dollars ($1,253,000.00);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2022
(FY22) for a total appropriation amount of Twenty-Five Million Dollars ($25,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Fourteen Million Dollars ($14,000,000.00) is hereby
appropriated from the Sanitary Replacement Fund for wastewater treatment plant construction in
Bissell Point WWTF Trickling Filter Media Replacement (12566) in the City of St. Louis,
Missouri; and said contract shall be comprised of such other terms and conditions as are approved
by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21966
with Goodwin Brothers Construction Co., as the lowest responsible bidder for wastewater
treatment plant construction in Bissell Point WWTF Trickling Filter Media Replacement (12566)
in the City of St. Louis, Missouri, pursuant to bids received on the 12th day of November, 2020.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on January 14, 2021.
