PRESENT: BRUCE WORKMAN, JERRY BROST, ELIZABETH WEIR, LENNY
LEUER, CAROLYN SMITH, KATHY COOK AND SUSIE MACKAY (Susie
left at 7:15 p.m.). FRANK MIGNONE ARRIVED AT 7:32 P.M. ALSO
PRESENT, MAYOR JOHN FERRIS, COUNCILOR JOHN HAMILTON,
PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN, CITY
CLERK PAUL ROBINSON AND PLANNING AND ZONING ASSISTANT
SANDIE LARSON.
Chairperson Lenny Leuer called the meeting to order at 6:10 p.m.
1. COMPREHENSIVE PLAN DISCUSSION WORKSHOP
Paul Robinson said he suggested as they get to new sections, they quickly deal with the
grammar errors first and then go on to other issues. He said that later this evening Tom
Gregor and Galen Bruer of the park commission would be here for the park section. He
said that sewer staging should be talked about tonight.
The discussion started with Section 3, Land Use, where the discussion left off last time.
The Urban Zoning section was discussed, some places needed re -wording and
grammar errors were corrected. There was considerable discussion on the county
owned "Elwell" property. Options that had been discussed were: Residential PUD with
a certain number of sewer units allocated; 3 acre sewered lots; the 65 units used in the
southern portion of the property and the rest left rural residential; additional sewer units
allocated to the property.
There was discussion on what the planning commission had discussed in the past about
this property, where the line should be for sewer or no sewer.
Carolyn Smith said she would like to see someone come in with a flexible plan, more
dense in some areas and less in some.
There was further discussion on the size of the lots, size of houses, etc. The Elwell
piece has approximately 250 developable acres and the Holasek property has about 80
developable acres.
Bruce Workman said he would like to see townhouses on the southern portion of the
Elwell piece and single family on the rest - maybe 50 sewer units for the townhouses
and 100-120 for the rest.
A vote was taken for the Elwell and Holasek properties - zoning and sewer units.
ELWELL: Maximum of 120 sewer units - zoned Residential PUD - Passed - Bruce
Workman opposed - feels that is not enough sewer units.
HOLASEK - Maximum of 40 sewer units - zoned Residential PUD - Passed.

The question was raised if a PUD could change the number of sewer units and the
answer was yes, with other variables.
There were additional language changes and rewording to be done in this section and
additional sections to be discussed.
7:30 P.M. - ACTION ITEMS
2. DOUG DICKERSON - 2625 PIONEER TRAIL - CONDITIONAL USE PERMIT
FOR NUMBER AND SIZE OF ACCESSORY STRUCTURES - PUBLIC
HEARING
Loren Kohnen read his memo to the planning commission and put up overheads of the
site and the proposed site plan.
Jerry Brost asked the color of the new building and about the neighbor to the west.
Doug Dickerson said the color is sailcloth - light beige and will match the house and
other accessory buildings. He said his neighbor to the west, Ron Musich, had no
problem with the proposed building because everything will be able to be kept inside.
Frank Mignone asked if there were any variances requested for setbacks and Loren
said no.
MOVED BY JERRY BROST AND SECONDED BY ELIZABETH WEIR TO
RECOMMEND APPROVAL OF A CONDITIONAL USE PERMIT FOR 2625 PIONEER
TRAIL FOR THE NUMBER OF AND SQUARE FOOTAGE OF ACCESSORY
STRUCTURES WITH THE FOLLOWING CONDITIONS:
1. The 42'x72' building to be used for personal storage only.
2. No animals may be kept in the 42'x72' building.
3. It is acknowledged that the existing animal structure (1,780 square feet) does not
meet the 150' required setback.
4. Total number of accessory structures not to exceed four(4) with a maximum total
square footage of 5,112 square feet.
MOTION PASSED.
3. MINUTES OF MARCH 9, 1999
The following corrections were made:
Page 4, 4th from bottom E. Weir; --the barrel light turned off after----.; Page 6, condition
#17, change lot to log; bottom of page, A. Meyer change to: - - they are on from 5 a.m.
til dawn and then again from dusk to approximately 9 p.m.; Page 7 - top of page add to
J. Brost comment: The answer was, it would not be affected.; 4th paragraph, A. Meyer, -
-the water tank under the building is for the sprinkler system. There is welding in the
building.; bottom of page, condition #10, change thim to this time.

THE MINUTES AS CORRECTED.

4. CONTINUATION OF COMPREHENSIVE PLAN DISCUSSION
Bill Ciora, resident of Foxberry Farms was in attendance and was concerned about the
property south of the development. There was considerable discussion about the
property currently zoned rural residential, which has been guided in the city's current
comprehensive plan as commercial/industrial. There is a purchase agreement on this
property by someone who wants to develop it as commercial/industrial property.
Kathy Cook suggested that Mr. Ciora get a letter signed by his neighbors who oppose
the property being commercial/industrial and have an interest in it being MR or single
family and this area can be discussed again in the future.
The city should also find out if there is any liability on the city's part since negotiations
are under way with the potential buyer knowing it is guided for commercial use and also
the fact that the property owner has been assessed sewer and water on a commercial
basis.
PARKS AND OPEN SPACE:
Tom Gregor, park commission chair and Galen Bruer park commissioner were present
for this area of discussion.
Galen said that he has been on the committee for the County Road 19 trail and in talks
with the county, County Road 19 is on the low end of the list of priorities for road
improvement - so it is probably 6-10 years out for improvement.
There was discussion of trails, future trails, etc. A pedestrian bridge was talked about
for over Highway 55 connecting 101 to Hamel - it was also discussed that there are
places where a trail could not follow the railroad tracks because of topography and/or
wetlands.
Tom said that the park commissions philosophy is to have future trails follow the roads
whenever possible because of the costs involved in obtaining easements across private
property, etc. They felt an 8-10' paved shoulder on one side of the road was a good
trail.
There was discussion about the park labeled Lake Ardmore Park - Tom said it was not
feasible to have a park there - will leave it as "open space" - Walnut Park was discussed
- it is a drainage area used for skating in the winter - it was decided that the Ardmore
area (all city owned lots around Lake Ardmore) would be called a "nature area" and the
Walnut Park would be called a drainage area that is used seasonally for recreation.
Galen said that the city could acquire the land on the east side of Lake Ardmore.

Tom said that there could be a fishing pier on Holy Name Lake at the park there.
Paul recapped this part of the discussion:
1. Nature Area - all city owned lots on Lake Ardmore
2. Drainage Area - Walnut Park
3. Possible fishing pier at Holy Name Lake at the park
Lenny Leuer asked about a trail from Willow to the Wolsfeld area.
Tom said that the park commission usually talks multi -use trails and that access over
private property can be extremely expensive - that trail could only be for horses and
pedestrians - nothing else allowed in the Wolsfeld area. He stated that multi -use trails
will be given priority over other trails.
There was further discussion on the park section of the plan.
SEWER STAGING:
There was discussion on the criteria for staging. - there is some re -wording to be done
on the section.
The staging for the Ultimate Sewer Area is thru the year 2020 - the Elm Creek
Interceptor is anticipated to come thru in 2002 - until that point there is a limit of 280,000
gallons per day(gpd) thru the sewer system until the Elm Creek Interceptor is in place -
when 240,000 gpd is reached there is certain criteria that will be used for developments.
Comprehensive plan discussion will continue on Tuesday, April 20th at 6 p.m. with the
city council and Tuesday, April 27th at 6 p.m.
