Adjournment • a g x S a a r .y v ' I 6 s. >g o � a a City of Tiffin Planning and Zoning Commission Wednesday December 3, 2008 Tiffin Fire Department Meeting Room Meeting was called to order by Acting Chairperson Melvin Reeve at 6:39pm. Roll Call of members: Present Shawna Colvin, Melvin Reeve, Jim Schmidt, and Stephanie Surine: Absent Steve Berner. Also present: Mayor Royce Phillips, Council members Chris Ball, Jim Bartels, and Residential Building Inspector Ed Johnson. Motion Stephanie Surine seconded by Jim Schmidt to approve-Agendas written. All actions r passed with all ayes unless so otherwise indicated. Motion by Stephanie Surine seconded by Shawna Colvin to approve minutes of Planning and Zoning Commission meeting on November 5, 2008. Old Business: Chad Sands, Eastern Central Iowa Council of Governments not available to attend meeting due to weather conditions. Commission members were presented with the site plans for a`day care facility in the R1-C Residential Zoning in Deer View Estates Phase One. A Special Exception Use application was also presented requesting approval in this residential zoning. Extensive discussion involved the Commission members, Mark Portwood, Developer for Deer • View Estates, Trent Rogers, Contractor for Day Care Facility. Commission members questioned parking issues for employees and parents, and reviewed parking requirements in the 2007-287 Zoning Ordinance. Commission members questioned contractor on number of children allowed in facility, number of employees in facility, Iowa Department of Human,Service requirements for Day Care Facility and Fire Code requirements. Trent Rogers reported that maximum allowed children are 60 full time and 20 part time children in facility; and 10 full time employees will be employed in facility: Rogers will email to City Hall DHS facility requirements for Day Care Facility licensing in the state of Iowa. Building Official Johnson explained the procedures per the Zoning Ordinance that are required to follow for review of Special Exception Use requests. Motion by Jim Schmidt seconded by Stephanie Surine for recommendation to approve Day Care Facility.as Special Exception Use in the Residential Zoning as presented on site plan contingent upon a new site plan be submitted to include parking for 20 vehicles, spaces to be consistent with Zoning requirements. This new site plan will be submitted to City Hall prior to review by City Council December 10, 2008 meeting. New Business: Mayor Phillips reported to Commission recent activity involving meetings with the cities of North Liberty, Coralville, and Iowa City and the'Johnson County Planning and Zoning Board and the Johnson County Supervisors regarding 28E agreements on Future Land Use Plans between the entities involved. It was reported that North Liberty would be aggressive from the North of Tiffin and Coralville would aggressive from the South of Tiffin in annexing land within the two mile radius around Tiffin. These cities cite the gravity flows of the water sheds"as the basis for their interest in this land. Mayor Phillips encouraged Commission members to continue updating the Comprehensive Future Land Use Plan to assist the City of Tiffin to help ward off,advancements of these entities into the two-mile radius. Motion Jim Schmidt seconded by Melvin Reeve for adjournment at 7:37 p.m.
