AMENDING CHAPTER 5.2, SECTION 5.2-2 OF THE TOWN CODE
REGARDING ECONOMIC DEVELOPMENT
WHEREAS, on September 7, 1993, Leesburg Renaissance and the town's Economic Development
Advisory Commission submitted to the Town Council, for consideration, proposed amendments to Chapter
5.2 of the Town Code regarding the Economic Development Advisory Commission; and
WHEREAS, the proposed amendments to Chapter 5.2, Article I, Section 5.2-2 along with changes
suggested by the Assistant Town Manager for Economic Development were referred to the full Council for
consideration and adoption.
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Article I, Section 5.2-2 is hereby amended as follows:
Sec. 5.2-2. Powers and duties.
The Committee Commission shall have the following powers and duties:

To adopt rules governing the conduct of its business and meetings.

To establish standing committees and appoint special task forces to study
and recommend specific economic development activities to the Council.
To maintain close liaison with Council CommRtees and other Boards and
Commissions.

and make budgetaG' recommendations to the town council.
To work with all organi~tions impacting economic development in the
Greater Leesburg ~ea.

To offer guidance in developing and updating annually a comprehensive
economic development business plan (short/intermediate/long range with
targeted and measurable goals, objectives and strategies; subject to Council
approval and assist with implementation.)

To make specific policy recommendations to the Council pertaining to
economic development.
To assist in reviewing proposed annual budgets for town expenditures
related to economic development and making budgetary recommendations
to the Council.

To help identify and pursue sources of public and private funds for local
economic development initiatives.
To publicize the economic development program to gain acceptance in the
community.
To make recommendations and assist in implementingthe Town's Marketing
Campaign.
To assist in the development of an effective communication effort between
the town ~overnment and the private business community.
To help identify possible improvements in community services and
infrastructure, both public and private, which enhance economic
development.

To assist in formulating policies and practices for the retention and
expansion of existing businesses.
To establish a community sales team to meet with business prospects and
recruit targeted business and industry.
To assist in identifying potential business prospects through daily business
contacts.
To assist in the promotion of economic development through close
coordination with the county's economic development activities and
statewide initiatives.
To assist in the promotion of tourism through close coordination with the
tourism efforts in the town, county and statewide initiatives.
To assist in development of town wide special events through coordination
with the Leesburg Parks and Recreation Commission.
To report monthly on the commission's initiatives and accomplishments to
Town Council and the Community-at-Large.
SECTION II. This ordinance shall become effective upon its passage.
