Remote regular meeting

Present: Carl Cuthbertson, Commissioner Robb English, Chelsea Gailey, Cole Kenworthy, Andrew
Landstrom and James Pattison
Absent: Chair Jesse Mowles-Aring, Vice Chair Lisa Frazier and Brenna McCormley
Staff: Public Space Manager Stephanie Trueblood
1. Call to order and confirmation of quorum
Member Cole Kenworthy called the meeting to order at 7 p.m. Public Space Manager Stephanie Trueblood
called the roll and confirmed the presence of a quorum with six members present.
2. Agenda changes and approval
The agenda stood as presented.
3. Minutes review and approval
Minutes from regular meeting on Dec. 15, 2020
Motion: Kenworthy moved approval of the Dec. 15, 2020, minutes as submitted. Member Andrew
Landstrom seconded.
Vote: 5-0. Ayes: Members Carl Cuthbertson, Chelsea Gailey, Kenworthy, Landstrom and James
Pattison. Nays: None.
4. Discussion items
Review memorandum of Understanding between town and Triangle Off-Road Cyclist (TORC)
Trueblood reviewed the town is providing the trails at Cates Creek Park for biking and hiking and is sharing
resources and information. TORC is providing the layout, the design, the construction of the trails, the upkeep
of the trails and any needed technical assistance or consulting.
The next step is for the Hillsborough Board of Commissioners to approve the agreement before it is signed by
the town manager.
There was brief discussion acknowledging that members will observe whether it works to allow both bikers
and hikers on the trails.

Motion: Kenworthy moved to recommend the Board of Commissioners receive and adopt this
agreement. Landstrom seconded.
Vote: 5-0. Ayes: Cuthbertson, Gailey, Kenworthy, Landstrom and Pattison. Nays: None.
5. Parks and recreation-related reports
A. Board of Commissioners
English summarized the most recent board meeting and informed the board that the town’s former police
substation in the Fairview neighborhood would be leased by the Fairview Community Watch as a community
center.
B. Planning Board
There was no report.
C. Intergovernmental Parks Work Group
English gave a brief update, including the group had noted how important outdoor public spaces have been
during the COVID-19 pandemic. Trueblood added the group had noted a need for more accessible trails and
that virtual recreational programming had excluded residents who do not have internet access. Trueblood
reported there was also discussion of integrating parks and recreation goals with sustainability and equity
goals.
6. Park steward reports
Board members reported on the conditions of the parks for which they serve as stewards. Trueblood noted
any small repairs that needed attention and gave brief reports on small repairs that had been made since the
previous meeting.
7. Staff updates
Trueblood said:
• Accessible musical stations are expected to be installed in Cates Creek and Gold parks in the next two
weeks.
• Bellevue Branch Bridge is expected to be installed in June.
• The biodock in Kings Highway Park has changed to a premanufactured dock to serve as a kayak launch
with nearby floating wetlands instead of attached floating wetlands. The project is expected to be
installed June.
• Riverwalk bridge boards were repaired earlier in the spring. Trueblood is researching different materials
for future floorboard replacement.

Motion: Kenworthy moved to adjourn at 7:07 p.m. Pattison seconded.
Vote: 5-0. Ayes: Cuthbertson, Gailey, Kenworthy, Landstrom and Pattison. Nays: None.
